<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />July 22, 1986 <br /> <br />Council Business, continued <br /> <br />conceptually with the plan; and feels we should spend the money <br />to have the soil testing before we invest money in the building <br />and it should be a part of any motion. <br /> <br />Benke asked Anderson if he had discussed community participation <br />in the cost of improving the park because it is coming in over <br />budget; Anderson stated Father Grieman sees little or no benefit <br />to St. John's community from this improvement; however, Anderson <br />has received a lot of interest from the Eagles and feels we may <br />still be able to work with St. John's, using Pike Lake School/ <br />Freedom Park as a model. <br /> <br />Benke agrees there are some opportunities and encouraged staff <br />to continue those discussions. <br /> <br />Williams complimented staff and the consultant for addressing <br />the concerns of the council; feels it will be a very nice park; <br />have presented items so t~at that if downtown development <br />changes, this plan does not preclude that development; and feels <br />the extra refinement will benefit all of New Brighton. <br /> <br />Schmidt commented that the Park Board may have felt some frustra- <br />tion with the council's passing the issue back and forth and not <br />accepting any of the original plans; and the Park Board should be <br />made aware that council does appreciate the final plan. <br /> <br />Anderson stated it is heartening to realize that the type of <br />process we have gone through makes for a better project. <br /> <br />Brandt also felt this is a good plan and is enthusiastic about <br />seeing it grow. <br /> <br />With regard to the Anderson's comment on the loss of this year's <br />construction season, Benke stated that is the price we might have <br />to pay and should pay in working with all of the divergent views <br />of the community. <br /> <br />Benke's recommendation would be to continue consideration of the <br />parking lot proposal, the park concept plan as presented, and <br />Third Avenue for discussion, deliberation, and decision at the <br />first meeting in August; and, in the interim, have staff acquire <br />the soils information, look at landscaping concepts for the <br />parking lot and to insure that the general public, specifically <br />those who have been here previously, is aware that we will be <br />meeting. <br /> <br />With regard to the closing of Third Avenue, Thuey asked about the <br />traffic count study results and what the impact will be on sur- <br />rounding streets; Benke stated the results indicated a minimum <br />of 1-2 cars per hour, maximum of 17 per hour, with an average of <br />226 cars per weekday over a 24-hour period, and did not feel <br />there would be a noticeable impact on alternate streets. <br /> <br />Page Thirteen <br />
