<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />July 22, 1986 <br /> <br />Council Business, continued <br /> <br />Thuey stated there is still some concern in the neighborhood as <br />to what it would take to have the closing considered more <br />closely; Benke stated the decision will be based on all facts <br />received in addition to all past records plus whatever other <br />information comes in before the next meeting. <br /> <br />Concerned resident stated that Third Avenue traffic will go <br />through the church's parking lot and asked if the city would be <br />responsible to keep that traffic from going through and endan- <br />gering the children on the parking lot; Benke stated that is a <br />factor that would be considered. <br /> <br />Motion by Benke, seconded by Williams, to CONTINUE DISCUSSION OF <br />THE PARKING LOT, THE PARK CONCEPT PLAN, AND ORDER A PUBLIC <br />HEARING ON AUGUST 12, 1986 FOR CONSIDERATION OF VACATING A <br />PORTION OF THIRD AVENUE BETWEEN EIGHTH AND NINTH STREETS N.W. <br />AND TO DIRECT STAFF TO ACQUIRE NECESSARY SOILS DATA, DEVELOP <br />LANDSCAPING CONCEPTS FOR THE PARKING LOT, AND TO ADVISE THOSE <br />NEIGHBORS AND RESIDENTS WHO HAVE CONTACTED THE CITY ON THESE <br />ISSUES THAT WE WILL BE MAKING DECISIONS AT THAT MEETING. <br /> <br />LeFevere noted the Planning Commission will not be meeting <br />before the next council meeting, but stated council's action <br />would not require Planning Commission action; Benke stated that <br />information on the issues would be made available to the Commis- <br />sioners for feedback prior to the next council meeting. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />With regard to awarding a bid for Improvement Projects 86-1 and <br />86-4, Proper recommended approval conditionally upon the signing <br />of plans by the State Aid engineer. <br /> <br />Motion by Benke, seconded by Schmidt, to WAIVE THE READING AND <br />ADOPT A RESOLUTION AWARDING THE BID FOR IMPROVEMENT PROJECTS <br />86-1 AND 86-4 TO MIDWEST ASPHALT CORPORATION IN THE AMOUNT OF <br />$710,390.20 CONDITIONALLY UPON THE SIGNING OF PLANS BY THE STATE <br />AID ENGINEER. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Sinda stated that since the first reading of the amended Person- <br />nel Ordinance at the last council meeting, LeFevere reviewed the <br />proposed document and had a few minor changes which are noted on <br />the document they received with their staff report. <br /> <br />LeFevere reviewed his changes and the desire to have a Summary <br />printed rather than the entire Ordinance. <br /> <br />Page Fourteen <br /> <br />Bid Award: Projects <br />86-1 and 86-4 <br />Report 86-174 <br />Resolution 86-73 <br /> <br />Personnel Ordinance <br />Second Reading <br />Report 86-174 <br />Resolution 86-74 <br />Ordinance 543 <br />
