<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />July 22, 1986 <br /> <br />Council Business, continued <br /> <br />Motion by Benke, seconded by Brandt, to WAIVE THE READING, HOLD <br />THE SECOND READING, AND ADOPT AN ORDINANCE AMENDING CHAPTER 21 <br />OF THE NEW BRIGHTON CITY CODE and a motion to WAIVE THE READING <br />AND ADOPT A RESOLUTION APPROVING AND AUTHORIZING PUBLICATION OF <br />A SUMMARY OF ORDINANCE IN LIEU OF THE ENTIRE TEXT THEREOF. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Benke briefly reviewed a Centennial meeting he attended and <br />indicated the need to develop an overall framework of the organ- <br />ization. <br /> <br />Council discussed the advantages and disadvantages of setting up <br />either a commission or a non-profit organization, the hiring <br />of a someone to chair the commission/organization, and impacts <br />and liabilities of monies donated to the city or to an organiza- <br />ation. <br /> <br />Sinda stated the results of Berger's survey of other communities <br />who have had a centennial celebration indicate the person who <br />administers the commission/organization should be someone who <br />knows the community, how to work with volunteers separate from <br />regular staff. Sinda felt it would be wise to hire someone <br />(part-time for $10,000 per year) almost immediately to gear up <br />for next year, plus it would cost the community about $20,000 to <br />do it right; and noted that other communities "geared up" two <br />years in advance of their centennial. <br /> <br />Berger noted St. Louis Park's volunteer suggested linking the <br />centennial into an existing event, and to avoid year-long activi- <br />ties which creates "burn ouL" <br /> <br />To avoid "burn out," Benke suggested adding the centennial theme <br />to already existing events (ie. Squash Festival, Stockyard Days). <br /> <br />In response to Williams's question, Benke stated he would like <br />centennial events to begin the first of January 1987. <br /> <br />In trying to focus on the best organizational vehicle, Schmidt <br />inquired about the utilization of a traditional commission versus <br />a non-profit organization for the centennial and the tax qualifi- <br />cations associated therewith; LeFevere advised there are problems <br />with hybrid organizations (council controlled) versus a completely <br />independent organization, one of which is liability. LeFevere <br />also stated there may be reasons why council might want to have a <br />board act in an advisory capacity, with the city having ultimate <br />control. The charge of the organization should be determined <br />before it is formed (what kinds of duties, responsibilities, and <br />and power they might have). <br /> <br />Page Fifteen <br /> <br />Centennial <br />
