I

I

I

Council Meeting Minutes
July 22, 1986

Council Business, continued

Williams asked if there was any possibility of using the Damon
Farber firm for landscaping; Anderson stated that what the
County will allow is minimal; Bill Midness, Damon Farber Associ-
ates, stated metal signs are not their forte, didn't know if
their expertise would be helpful.

Schmidt asked if the County has any specifications on the size
of the sign; Wriskey believed the County adopts MN/DOT's
standards and understands a metal sign that is reflective and
has large enough letters to be readable would be acceptable.

Benke stated the size of the lettering and of the sign would be
the criteria for design; and that the speed of the driver deter-
mines the size of the lettering.

Benke felt the city's motto should be worked into the sign.

Williams stated the design should be done well because it
portrays the city and the signs will be at the most important
entrances to the city, he would be in favor of assistance in
designing it.

Benke asked council's preference of wood or metal posts, stating
he felt wooden posts should be used where possible. Council
expressed no preference.

Schmidt asked for clarification of council action; Benke felt
council needs to authorize the installation and the work and cost
related thereto. With regard to wood versus metal, council can
make the decision or defer it to staff.

Motion by Schmidt, seconded by Williams, to AUTHORIZE DESIGN WORK
AND INSTALLATION OF THE NEW CITY ENTRANCE SIGNS.

Anderson suggested staff will prepare what they believe would be
the best looking sign and return to council for general discus-
sion; Schmidt suggested putting that item on the Consent Agenda.

4 Ayes - 0 Nayes, Motion Carried

Krueger reviewed staff report concerning a special use permit
requested by Riverside Farms and St. John the Baptist Church to
establish a farmers market in an R-l, single family zoning; and
stated Riverside Farms has been able to comply with the
ordinance. Krueger stated further the Planning Commission has
recommended approval; and Marilyn Nathe, representative of River-
side Farms, was present to answer questions and hopes to start
the market in July rather than August.

Nathe stated one individual had specific concerns about the
market and she will do her best to honor those concerns.

Page Five

SP-134: Farmers
Market (Riverside
Farms/St. John's
Report 86-167
Resolution 86-71
