I

I

I

Council Meeting Minutes
July 22, 1986

Council Business, continued

Ron Thuey, 760 First Avenue N.W., asked for the hours the market
would be open and the location in the parking lot of the market;
Nathe stated the operation would begin in the southwest corner
of the church's parking lot and go eastward toward the church.
If more vendors attend, an additional aisle will be set up,
Nathe stated, and the hours every Wednesday would be from 2:30
p.m. to 6:30 p.m. (unless it interferes once the school year
begins, then it would begin at 3:00 p.m.).

Nathe further stated that, should the market grow to about 45
vendors, they would go from two aisles to a square; each
vendor would sell from their truck/car/van and use folding
tables, using nothing permanent; and within minutes of closing,
everything should be cleaned up as each vendor is asked to bring
a broom/dustpans.

In response to Schmidt's question regarding Wednesday for sales,
Nathe indicated St. John's had requested Wednesday sales and
noted the farmers do sell in other markets on other days.

In response to Williams's question, Nathe indicated that the
farmers are advised of the market but that anyone growing
produce would be able to participate.

Motion by Schmidt, seconded by Brandt, to WAIVE THE READING AND
ADOPT A RESOLUTION MAKING FINDINGS OF FACT AND RECOMMENDING
APPRDVAL OF SP-134 (FARMERS MARKET).

4 Ayes - 0 Nayes, Motion Carried

Krueger reviewed staff report concerning a request for a noncon-
forming use permit and site plan approval to rebuild a green-
house and that the Planning Commission recommends approval.
Krueger noted, however, that Commissioner Livingston is not
satisfied with the the applicant's proposal, he feels it does not
go far enough to address the nonconformities (more parking on
north side and could make room on the inside for a garden
center). Krueger stated Vicki DeYoung, representative of
Chenoweth Greenhouses, was present to answer any questions.

Benke stated council had received a clarification from Chenoweth
regarding the landscaping they propose.

Brandt asked if the landscaping addresses the concerns of the
Planning Commission; Krueger stated Chenoweth has eliminated the
parking adjacent to Old Highway 8 and and will landscape that
area.

Williams asked if there would be no parking if front; Krueger
stated there would be no parking within the front yard setback
but there would be adjacent to the building.

Page Six

NC-76, LP-201
Chenoweth Green-
houses
Report 86-168
Resolution 86-72
