<br />1 <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />July 22, 1986 <br /> <br />Council Business, continued <br /> <br />Benke stated he had received a request from Mr. Strobel asking <br />continuation of his request for preliminary plat approval for <br />six townhouse lots. <br /> <br />Motion by Benke, seconded by Williams, to CONTINUE CONSIDERATION <br />OF PL-148, PRELIMINARY PLAT APPROVAL FOR SIX TOWNHOUSE LOTS BY <br />NU-WAY BUILDERS. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Proper had nothing to add to the staff report concerning a <br />petition for a street light on Robin Lane west of Highview Drive. <br /> <br />Brandt asked staff to identify which lot would be the most appro- <br />priate location; Proper stated the pole would be installed on <br />the southern tip of 1062 Highview Drive with an underground wire <br />from the present utility pole where the back property line inter- <br />sects with the north right-of-way of Robin Lane; stating the <br />light pole would be five or six feet back from the curb in a <br />group of birch trees. <br /> <br />Benke asked if he had reviewed that site with Wriskey in terms <br />of impact on the trees; Proper had not, but will. <br /> <br />Sandy DeCoux, 1124 Robin Lane, stated the residents had had a <br />street light on a pole for fourteen years; asked why it could <br />not be put back on that particular pole instead of putting up a <br />new pole where all residents did not feel it would shed the most <br />light; Benke stated the long-standing practice and policy of the <br />city is to put street lights at street intersections and at <br />those mid-block locations where there is either a significant <br />long distance or a curvature/dark area which needs illumination <br />for safety purposes. Benke further stated that it was taken out <br />because that location, regardless of the fact that it may have <br />been there for many years, was not consistent with policy. <br /> <br />Benke stated he will recommend the installation of a light on the <br />corner of Robin Lane and Highview because the trees obscure that <br />cross street from vehicles coming south on Highview. <br /> <br />DeCoux stated that, because when the light was there it did <br />illuminate the corner and the curve and the cost to the city <br />would be minimal, she had a hard time accepting that they were <br />not advised it would be removed. <br /> <br />Brandt feels it would be wise to move the light from the cul de <br />sac out toward Robin Lane to serve both Robin Lane and Robin <br />Court. <br /> <br />Schmidt stated the pole went up in an unconventional location and <br />he could see people becoming accustomed to it and treasure it as <br />a matter of safety and visibility; however, the principle that <br /> <br />Page Eight <br /> <br />PL-148: Park Place <br />Townhomes <br />Nu-Way Builders <br />Report 86-168A <br /> <br />Petition: Street <br />Light on Robin Lane <br />and Highview Drive <br />Report 86-169 <br />
