Schmidt anticipated Hauser is trying to work out <br />something with Continental, so there may be another transfer <br />process. <br /> <br />Gunderman asked if the city could anticipate a systematic way to <br />use the letter effectively; Schmidt stated a letter is being <br />drafted to assist the cities and create ways for spending that <br />money in cable-related matters. <br /> <br />Gunderman asked if it could be put into a fund for other agen- <br />cies; Schmidt responded that task force will tell the cities what <br />it can do to encourage government, religious, etc. access. <br /> <br />Benke believes we need to follow up and strategize those types of <br />investments. <br /> <br />Announcements and Updates <br /> <br />Benke announced that Councilmember Gunderman's Pike Lake School <br />was one of three schools from Minnesota recognized on a national <br />level as an elementary school of excellence. <br /> <br />Brandt commended staff for work in securing funding assistance <br />for the most recent well. Sinda stated the EPA will take care <br />of Well 13 and that Proper did a fantastic jOb of bird-dogging <br />the project; and superfund will be funding it at a higher level <br />than anticipated. Benke also thanked Proper and understands the <br />EPA will be doing the design and construction contracting; Proper <br />advised they will be local contractors and the city's specifica- <br />tions. <br /> <br />Gunderman concurred with the commendation and felt a personnel <br />policy should encourage that kind of behavior; Benke agreed and <br />felt a policy should be encouraged; Schmidt stated our auditors <br />told us we could not have an incentive-based form of compensation <br />for public employees; Williams felt that depends on language in <br />the union contract, and noted the State gets merit pay increases <br />to equal one step (ten steps altogether) to be paid out over a <br />year or receive a lump sum, depending on where an individual is <br />on the range. <br /> <br />Schmidt would like to think that some of the effort back in <br />Washington might have helped in putting a little more priority on <br />this project, too (both of which Proper was involved with). <br /> <br />Sinda announced the auditor's report for 1985 was received. <br />Benke asked if a follow-up workshop was planned; Sinda stated the <br />auditor would be present at a future council meeting. <br /> <br />Gunderman, Sinda, and Benke will meet with community folks to <br />brainstorm; will report at the next council meeting. <br /> <br />Page Thirteen <br /> <br />Announcements <br />and Updates <br /> <br />Pike Lake School <br />receives national <br /> <br />Staff Commendation <br /> <br />Auditor's Report <br /> <br />Centennial Event <br />
