<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />June 24, 1986 <br /> <br />Council Business, continued <br /> <br />Benke agreed that council should proceed with the development of <br />final plans for the park; however, the processing of the special <br />use permit needs to begin (it would be appropriate for us to make <br />that application for Planning Commission review) so we can <br />resolve the parking lot issue, which relates to the parking lot <br />size for city hall, which relates to location and size of the <br />ball field, which relates to the issue of whether to whether or <br />not Third Avenue will close. <br /> <br />Benke agreed with staff that development of the park could pro- <br />ceed after a determination is made of the specific things in the <br />park that will service and provide a facility for the neighbor- <br />hood; and that the additions for the downtown users (in terms of <br />the types of amenities they might prefer [ie. walkway, sitting <br />areas, etc.]) can be accommodated relatively easily at a later <br />date. <br /> <br />Benke suggested staff initiate consideration of a special use <br />permit for development of a parking facility across Eighth Street <br />from city hall, and to bring that item along with the park devel- <br />pment options and the street closing issue back to the council <br />for resolution at an early opportunity. <br /> <br />Locke stated that, although a special use permit is not required <br />because the parking lot would be for public use, such a permit <br />would be the best process and that the request would be on the <br />Planning Commission's agenda on July 15, 1986. <br /> <br />Schmidt believes it would be appropriate and necessary to go <br />through the Planning Commission to give the public an opportunity <br />to provide input; assuming we were able to go through with the <br />special use permit process, we would need to bring back the con- <br />sideration of Third Avenue at the same time. Schmidt recalled <br />that the principle use and desire for the people was keeping the <br />ball diamond, leaving it in its current configuration. One argu- <br />ment had been that if the diamond were shifted it would have an <br />impact on the parking lot for city hall. Schmidt asked if off- <br />site parking cut against the need to vacate the street for the <br />purpose of providing additional parking or reconfiguring the ball <br />diamond (we would be able to provide a field of the same size <br />because of the parking aspect of it). <br /> <br />Anderson stated his recommendation would be to vacate the street <br />to provide us with additional green space and, more importantly, <br />buffering. <br /> <br />Schmidt understood there may be a number of reasons to vacate, <br />but parking would be eliminated as a reason for vacating; Benke <br />so confirmed. <br /> <br />Page Five <br />
