I

I

I

Council Meeting Minutes
June 24, 1986

Council Business, continued

Brandt asked staff to LOOK AT ADJACENT AREAS TO DETERMINE IF
THERE WOULD BE A NEGATIVE IMPACT IF PARKING IS BANNED ON ONE SIDE
OF FIRST AVENUE BETWEEN EIGHTH STREET AND NINTH STREET AND, IF
SO, PLAN A MORE COMPREHENSIVE SOLUTION.

Benke suggested having staff CONTACT THE APPROPRIATE PARTIES OR
OFFICIALS FROM THE COLLEGE AND ADVISE THEM OF THE SITUATION AND
REQUEST SOME ASSISTANCE.

Benke explained to the residents that council understands their
frustrations but noted that sometimes proposed solutions cause
more problems and that council is, therefore, requesting staff to
review the advantages and disadvantages and report back to
council.

Rehberger stated that before the apartments were built, there
were "No Parking" signs on that entire block but didn't recall
why the signs had been removed.

Schmidt suggested staff CONTACT THE APARTMENT OWNERS TO DETERMINE
HOW MANY UNITS ARE FOR RENT AND HOW MANY PARKING SPACES ARE PRO-
VIDED FOR THE RENTED UNITS. If the owner keeps track of vehicles
by license numbers, perhaps it can be DETERMINED IF THE PARKING
PROBLEM IS CAUSED BY THE RENTERS OR VISITORS. Schmidt suggested
the possibility of the City WORKING WITH THE APARTMENT OWNER TO
GET PARKING ORDINANCE/ENFORCEMENT INFORMATION TO THE RENTERS,
and the renters can, in turn, get that information to their
visitors.

Benke feels we are looking at an inadequate parking lot.

Rehberger stated the building has 72 units, each with 1.5 parking
spaces, and each unit is rented to four students.

Dupre stated each student has a car and that some also have a
motorcycle; felt there was adequate parking in back but that the
students find it easier to park on the street.

Klooz stated she installed a four-wide driveway because she was
told she could not park on the street; also feels there is ade-
quate parking behind the building; and believes the parking
situation has affected the price of residential property in the
neighborhood.

5 Ayes - 0 Nayes, Motion Carried

In addition to the staff report concerning a petition for
planning and constuction schedule for Veterans Park, Anderson
added that he had some discussion with Locke and his staff and
their consensus is that the development of Veterans Park will
enhance the development of downtown, as council and staff felt
the remodeled city hall would enhance downtown development.

Page Four

Petition/Veterans
Park
Report 86-148
