<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />June 24, 1986 <br /> <br />Council Business, continued <br /> <br />Motion by Schmidt, seconded by Williams, to WAIVE THE READING <br />AND ADOPT A RESOLUTION APPROVING PLANS AND SPECIFICATIONS ORDER- <br />ING ADVERTISEMENT FOR BIDS ON CITY PROJECT 86-1 (OLD DOWNTOWN <br />RESIDENTIAL AREA STREET AND ALLEY REHABILITATION) AND CITY <br />PROJECT 86-4 (FIRST STREET AND THIRD AVENUE S.E. REHABILITATION). <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Sinda reviewed staff report concerning a petition requesting "No <br />Parking At Any Time" signs on the west side of First Avenue <br />N.W., between Seventh and Eighth Streets. <br /> <br />Ron Thury, 760 First Avenue N.W., stated the parking situation <br />has been a problem with homeowners for the last several years; <br />because of the number of cars parking on the street and on the <br />boulevard (ruining the grass), problems have been created (ie. <br />social services, snow removal, street cleaning, children's <br />safety); requested the west side be posted "No Parking" which <br />would alleviate problems with the transient residents (students <br />from Bethel College Seminary); and stated the petition had been <br />signed signed by 100% of the homeowners on the block. <br /> <br />Dennis Dupre, 790 First Avenue N.W., stated the following: <br />approaching cars cannot pass each other; city services cannot be <br />accomplished day or night; foot traffic is endangered; Bethel <br />College has buses all day which further interfers with <br />residential traffic; people park on both sides 24 hours per <br />day. <br /> <br />Sue Klooz, 750 First Avenue N.W., stated parking was not much of <br />a problem when she purchased her home three years ago but now, <br />because of the excessive parking, both homeowners and delivery <br />persons have difficulty getting into mail/paper boxes, and snow <br />removal is inadquate. Klooz expressed concern for emergency <br />vehicles and stated the no parking from 2:00 a.m. to 6:00 a.m. <br />ordinance is not being enforced. Klooz also stated her mail box <br />has been repaired five times and that people are turning around <br />in her driveway. <br /> <br />Cy Rehberger, 706 First Avenue N.W., stated he had repeatedly <br />asked the City Manager to have the Police Chief enforce the law, <br />and noted that one car, which has been there since Thursday night <br />has not been given a ticket. Rehberger also stated the city <br />ordinance does not allow for boulevard parking. <br /> <br />Motion by Gunderman, seconded by Williams, to RECEIVE THE <br />PETITION FROM FIRST AVENUE N.W. RESIDENTS (REQUESTING THAT THE <br />WEST SIDE OF THE AVENUE BETWEEN SEVENTH AND EIGHTH STREETS BE <br />POSTED "NO PARKING AT ANY TIME") AND DIRECT STAFF TO REVIEW <br />VARIOUS OPTIONS (including council suggestions as stated below) <br />AND MAKE FINAL RECOMMENDATION ON JULY 22, 1986, FOR COUNCIL <br />ACTION. <br /> <br />Page Three <br /> <br />Petition: No Parking <br />Signs on First <br />Avenue <br />Report 86-147 <br />
