I

I

I

Council Meeting Minutes
June 10, 1986

Public Hearings, continued

Gunderman asked how Ramsey County would construct a detached bike
path within the forty foot right-of-way if council decided to
approve such a design; Leonard indicated a minimum of fourteen
feet each for north and south lanes and four feet of curb on each
side leaves eight feet for a barrier and a bike path. Leonard
indicated that type of a plan left no space for emergency situa-
tions.

Brandt expressed concern about the situation by Daisy Court; and
understands Ramsey County has considered all options, including
those suggested tonight by the residents. Brandt asked if there
was something that could be added for traffic control that would
alleviate the problem.

Leonard indicated if the left turn problem at Daisy Court was the
real issue, it would be possible to install a triangular porkchop
concrete median right in the middle of the intersection of Daisy
Court, and have it "right turn in" and "right turn out" only; if
a left turn at that location was a real safety problem, it would
be possible to make it impossible to make a left turn.

Brandt stated that in such a situation, the people on Daisy Court
would have to reroute themselves for safety reasons; Leonard so
confirmed.

Motion by Schmidt, seconded by Gunderman, to WAIVE THE READING
AND ADOPT A RESOLUTION ORDERING THE IMPROVEMENT FOR PROJECT
85-1, PHASE ONE, FOR LONG LAKE ROAD UPGRADING.

Benke commented that councilmembers have listened to a lot of
questions, comments, and suggestions tonight and hoped they had
been answered to the satisfaction of those who raised them; feels
no combination of concrete, asphalt, vehicles, and drivers is
every going to be 100% foolproof. After listening to the
concerns of the residents, parents of Irondale students, and
professional judgements of staff for the last two years, believes
the City has arrived at as good a package of improvements for
this area that we can come up with and intends to support and
proceed with the project.

4 Ayes - 0 Nayes, Motion Carried

Motion by Schmidt, seconded by Brandt, to WAIVE THE READING AND
ADOPT A RESOLUTION APPROVING THE PLANS FOR LONG LAKE ROAD uP-
GRADING PROJECT 85-1, PHASE ONE.

4 Ayes - 0 Nayes, Motion Carried

Page Ten
