I

I

I

Council Meeting Minutes
June 10, 1986

Public Hearings, continued

Benke summarized that the concern was moving pedestrians, bikers,
and vehicles within 66 feet and how to keep them off the front
door steps of the houses; Benke stated the project south of 19th
is still open to those options because that detail work has not
yet been done.

Gunderman asked about the $20,000 appropriation; Leonard indi-
cated the $20,000 was separate from the gas tax funds and, if a
detached path is proposed, the County has $20,000 in its budget.

Gunderman asked if the two bike lanes could be combined on one
side of the street without extending beyond the present proposal;
Leonard stated that a double path needs some definition from the
roadway and that it would be illegal to do that without defini-
tion as a bicycle needs to be ridden in the same direction on the
same side of the roadway as the traffic.

Gunderman asked if the definition could be a curb; Leonard stated
a curb would require the roadway and the bike lane to be widened,
but he has not seen that successfully done.

Motion by Gunderman, seconded by Schmidt, to CLOSE THE PUBLIC
HEARING.

4 Ayes - 0 Nayes, Motion Carried

Brandt stated she liked the idea of a detached bike lane but
could not support it because at earlier meetings the residents
felt it took too much right-of-way.

Schmidt felt it was helpful for the council to have the
discussion this evening and recalled that council had asked
Proper to install the stakes so the residents could see what the
implication might be as the plans were initially proposed; the
placement of the stakes indicated a lot of trees would be lost;
a lot of residents were involved in the initial meetings; does
not believe council can approve the detached path and really do
justice to what they had heard as the primary focus for those
people living on Long Lake Road (the intrusion into front yards).

Benke stated that, even though there are some concerns there is
always a possibility that a driver will stray into the bike lane,
experience has shown that that has generally not been a problem;
if it were, they would not be proposed and they would not be
used.

Leonard stated eight feet as a shoulder for emergency and service
(garbage, mail, telephone) vehicles is more comfortable to drive
and very desirable.

Page Nine
