RECEIPT OF PETITION REGARDING DEVELOPMENT OF VETERANS PARK. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Public Hearings <br /> <br />Proper reviewed the project feasibility study and the history <br />of the project. Proper slated the right-of-way along Long Lake <br />Road is sixty-six feet and that the plan is drawn on the basis of <br />shifting the road three feet east of the center line to give room <br />for the sidewalk from County Road H to 19th Street N.W.; review- <br />ed overall upgrading project map, total cost estimates, total <br />special assessment estimates, and storm sewer assessment area <br />and related assessment estimates. <br /> <br />Proper stated Long Lake Road will be upgraded because it is in <br />very poor condition, Ramsey County is patching every month, there <br />are numerous drainage problems, the gravel shoulders wash out, <br />the road width is inadequate for bikes, and there are no safe <br />areas for pedestrians. <br /> <br />Wayne Leonard, Coordinating Engineer for Ramsey County's Public <br />Works Department, addressed the proposed upgrading of Long Lake <br />Road stating the road needs upgrading as a safety improvement. <br />Leonard stated that construction will begin three months follow- <br />ing approval and, if the project is approved soon, a substantial <br />portion of construction will have been completed, including the <br />sidewalk, by November, weather permitting. The remainder of con- <br />struction will be completed in early 1987. <br /> <br />Leonard continued that, although an incentive issue has not yet <br />been designed, the County will be asking the contractors to re- <br />store the roadway before semi-completion in the Fall. <br /> <br />Regarding Rice Creek Road and the need for a Left Turn Lane, the <br />County made a traffic study which says there are not enough cars, <br />nor would double the amount of cars, on the road to warrant <br />construction of such a lane at this time. Leonard stated the city <br />can order a lane, but the County would not pay the cost ($25,000 <br />for approximate 12-15,000 square feet of construction). The <br />delays caused by the lack of a turning lane are not significant <br />enough to cause a safety hazard, but rather would reduce the <br />level of service for cars on Rice Creek Road heading east. <br /> <br />After being contacted by neigbors south of Rice Creek Road, a <br />new survey was taken and an error had been found and a new survey <br />was ordered; Leonard explained the error of two to three feet and <br />showed council the results of the new survey and explained how it <br />impacted certain properties. <br /> <br />Page Two <br /> <br />Petition: Veterans <br />Park <br />Report 86-133 <br /> <br />Public Hearings <br /> <br />Long Lake Road <br />Upgrading <br />Project <br />Resolution 86-54 <br />Resolution 86-55 <br />Resolution 86-56 <br />7:33pm-12:09am <br />
