I

I

I

Council Meeting Minutes
June 10, 1986

Public Hearings, continued

Leonard further stated that in developing some of the south
portion of the project, he believes drivers will be encouraged to
slow down because some curves will be sharper.

With regard to Schmidt's question, Leonard indicated that once
half of the project is committed, funding for the second half
will be assured.

In response to Brandt's concern, Leonard stated he had confidence
and faith that the road would be back in order before winter.

Leonard stated that, for the County to proceed with the project,
resolutions regarding parking restrictions are needed along with
project approval.

Before the residents were given the opportunity to state their
questions and concerns, Mayor Benke stated the council had
received several phone calls and letters from residents indicat-
ing support as well as opposition to various parts of the project.

Florence Myslajek, 1820 Long Lake Road, stated she was interested
in having the surface south of 19th Street improved, but was not
interested in a wider road; would prefer bike paths to parking;
is not interested in storm sewers, curbs, and gutters (the
assessment would cost her more than $5,000) nor underground
wiring; but would like sidewalks because of the safety factor.

In response to Dale Beach's questions, 2251 Long Lake Road, Benke
stated the County cannot and will not order construction unless
it has the means to pay for it; and Leonard responded that a
road sign will be placed stating the road would be open to "local
traffic only" and the County will require that the contractor
keep one lane open during construction times (9:00 a.m. to
3:00 p.m.) and two lanes open during non-construction times
(3:00 p.m. to 9:00 a.m.), or whatever hours are determined
feasible with regard to school traffic; and that during the
winter, the road will have a paved surface.

Frank Tatro, 1611 Longview Drive, stated the corner of
Mississippi and Long Lake Road, near Daisy Court, will be very
inconvenient; Leonard again stated that Long Lake Road will have
a very residential character with decreased speed and that that
particular intersection had been carefully reviewed. Tatro does
not believe the people facing Long Lake Road should be the only
ones assessed for the project; Benke clarified that the cost of
the sidewalks is proposed to be paid for by other than the resi-
dents, storm sewers and drainage costs relate to drainage of
property as well as streets and the policy for assessing the cost

Page Three
