<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />May 27, 1986 <br /> <br />Council Business, continued <br /> <br />Schmidt and Gunderman both felt the report and resolution to <br />be well prepared. <br /> <br />Motion by Gunderman, seconded by Schmidt, to WAIVE THE READING <br />AND ADOPT A RESOLUTION MAKING APPLICATION FOR A RAMSEY COUNTY <br />COMMUNITY DEVELOPMENT BLOCK GRANT AND INDICATING WILLINGNESS TO <br />ESTABLISH A TAX INCREMENT FINANCING DISTRICT ENCOMPASSING THE <br />PROPOSED PROJECT SITE. <br /> <br />5 Ayes - 0 Ayes, Motion Carried <br /> <br />Berger had nothing further to add to the staff report concerning <br />an employee recognition/citizen award program. <br /> <br />Motion by Benke, seconded by Williams, to DIRECT THE CITIZEN <br />STUDY COMMITTEE TO REVIEW EMPLOYEE RECOGNIATION AND CITIZEN <br />AWARDS PROGRAM AND TO MAKE FINAL RECOMMENDATIONS TO THE COUNCIL. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Krueger reviewed staff report concerning final plat approval for <br />a sixty-lot single family home development; stated the Planning <br />Commission had met earlier this evening to address their con- <br />cerns (primarily the orientation of the lots with existing <br />structures). Krueger reported the Planning Commission recognizes <br />the plat was a redevelopment situation working around existing <br />homes; feel the Seminary has prepared the best plan possible; and <br />there is no need to have plans redrawn. <br /> <br />The Planning Commission's recommendation is that as proposed on <br />the staff report with the addition of an Item 6 "That the plat <br />not create any nonconforming setbacks with existing and proposed <br />structures." <br /> <br />Krueger stated Howard Mills of the United Theological Seminary <br />was present with an additional plat change. <br /> <br />Benke asked if the primary difference between the preliminary <br />plat and the final plat is that the homes on the lots facing <br />Driftwood would have access from the cul de sac; Krueger so <br />confirmed, stating the Planning Commission was confirmed with <br />the appearance of the development from the exterior, noting that <br />problems that may exist with the plat will be internal. <br /> <br />Gunderman asked about the Fire Department's concern with Yankton <br />Lane; Krueger stated the Fire Department's request is that the <br />name be reflective of the Seminary and that it will be named <br />Yankton College Drive. <br /> <br />Dr. Mills requested sufficient frontage on the cul de sac, <br />~'~Rl~h~~e~~~u~s~t, to allow a driveway; Krueger had no prOblem <br /> <br />Page Eleven <br /> <br />Employee Recognition <br />and Citizen Award <br />Program <br />Report 86-127 <br /> <br />Final PL-147 - <br />Seminary Estates <br />Report 86-128 <br />
