<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />lvlay 27, 1986 <br /> <br />Council Business, continued <br /> <br />Benke also agreed that, because of the uncertainties about <br />downtown development, there are questions that need to be asked <br />and answered; agreed that perhaps it would be best to defer a <br />decision, keeping in mind that deferral does not mean it will not <br />be done at some time in the future. <br /> <br />Andrew Eisenzimmer, counsel for Catholic Archdiocese of the Twin <br />Cities, feels the church can live with any decision the council <br />might make; feels a deferral would be a mistake because the <br />barricading should be resolved on a permanent basis; because <br />there will be some development of Veterans Park, more space will <br />be needed for the park and the street has outlived its useful- <br />ness; increased traffic will bring increased problems with regard <br />to the safety of the children. <br /> <br />Eisenzimmer stated the church is looking for a permanent solution <br />so that work can be done on its parking lot; asked for clarifica- <br />tion regarding the proposed sidewalk for the church being incor- <br />porated into the skeletal system; questioned the aesthetics of <br />the trees being removed; and stated the church does not oppose <br />the widening of Eighth Street and of First Avenue which will <br />allow additional on-street parking. <br /> <br />Benke felt the decision not to continue the one segment of the <br />sidewalk was because that was not continguous to the trunk <br />system; Maurie so confirmed. <br /> <br />Eisenzimmer stated that decision clearly presented problems for <br />the church with regard to snow removal. <br /> <br />Sinda indicated he had discussed that with Proper who felt the <br />Public Works Department could add a sidewalk to the skeletal <br />system. <br /> <br />Schmidt asked where the sidewalk would connect; Rutherford <br />stated Eight Street is part of the skeletal system which stops <br />at Third Avenue, the section between Third and Second Avenues <br />would need to be put in, taking over the church's sidewalk on <br />the south side which needs an easement from the church. <br /> <br />Benke felt that that question, and others, is perhaps why council <br />does not wish to make a decision to close Third Avenue at this <br />point; if we need to modify sidewalks or make any kinds of <br />changes in conjunction either with the church's sidewalk system <br />or its parking lot, council does not have the answers tonight. <br />Benke felt the delay would be two weeks to two months. <br /> <br />Eisenzimmer asked for clarification that Benke is sensing the <br />council wishes to eliminate from the project Third Avenue between <br />Eighth Street and Ninth Street and to do no upgrading on that <br />portion of Third Avenue; Benke so confirmed. <br /> <br />Page Five <br />
