<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />May 27, 1986 <br /> <br />Council Business, continued <br /> <br />Eisenzimmer stated there is still the problem with the parking <br />lot, as the church is asking if Eighth Street and First Avenue <br />are upgraded that the sidewalks be included in the skeletal <br />system which would require a sidewalk be installed adjacent to <br />its parking lot between Second and Third Avenues, on Eight <br />Street. The church would then have to reconfigure its parking <br />lot to take in account a new sidewalk and all the impact on snow <br />removal, and still would not know what will happen to Third <br />Avenue. <br /> <br />Benke stated that those types of decisions would be made con- <br />currently. <br /> <br />Schmidt feels council will not end up with a park project this <br />year, given the timing that has been indicated; would not favor <br />having any upgrading of Third Avenue at this point; the only <br />reason he would not consider vacating at this point is simply to <br />allow the current residential use; however, when we end up with <br />a park plan that the entire council and the Park Board feels <br />best serves the needs of the neighboring community as <br />development is further defined, that is when a park project <br />ought to be approved and a decision made to vacate Third Avenue; <br />realized this would still leave the church uncertain with regard <br />to the sidewalks. <br /> <br />Williams expressed a desire to leave Third Avenue as it is, but <br />would give serious consideration of any proposal by the church <br />to vacate a part of Third Avenue so that they can work on their <br />parking lot. <br /> <br />Benke stated a street vacation could be requested at any time. <br /> <br />Eisenzimmer stated that would be a viable option and he would <br />have no objection to request such vacation. <br /> <br />Gunderman asked if we were to vacate Third Avenue now, would <br />that make a difference as to planning the park at a later date; <br />Anderson indicated that both he and the Park Board have always <br />favored the vacation and there would be no negative impacts on <br />plans if it were vacated now. <br /> <br />Benke stated that, up until tonight, the expanded parking across <br />the street was not an object of discussion; that opens other <br />kinds of questions about how it will be buffered on the east <br />side and so there is a minor variation of what we need to <br />review. <br /> <br />Brandt expessed confusion as to what the church wants and would <br />like a consensus of what various groups that speak for the <br />church; stated the church had agreed to work with any plan the <br />council decides upon and asked if that agreement would extend to <br />giving up property if the decision was to widen Third Avenue. <br /> <br />Page Six <br />
