<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />May 27, 1986 <br /> <br />Council Business, continued <br /> <br />Benke felt information should be received within the next month <br />or so; believes the major functions of the park are to serve <br />the neighborhood, and downtown would be a secondary clientele. <br /> <br />Schmidt did not feel he would be ready to make a decision until <br />next spring. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Locke stated Jim Winkels, Winfield Development, was present to <br />make preliminary comments on the market analysis Winfield had <br />sponsored for Tax Increment District #6 (the northern section of <br />Long Lake Road and 1-694 area). <br /> <br />Winkels stated their Letter of Intent had been approved by <br />council 35 days ago; Winfield commissioned Conhaim Associates, <br />Inc. to do the market analysis to determine not only whether or <br />nor there is a market for office space, but also what type of <br />space might be. Winkels stated that, although Winfield would not <br />receive a copy of the report until tomorrow morning, the draft <br />report indicates that, although there is a fair amount of office <br />space on the market (not as much on the north side as on the <br />south, southwest and downtown areas), there are a number of <br />smaller companies that Winfield has been in contact with that <br />have expressed an interest and would be willing to move as they <br />are positive about the site (access, location, and visibility). <br /> <br />Winkels feels that, barring any unforeseen or unknown <br />circumstances, Winfield would be sending the City a letter <br />within the next ten days indicating it would like to proceed <br />with negotiations. Winkels indicated that Winfield has four <br />possible architectural groups with which they will be discussing <br />this project. <br /> <br />Winkels also stated he is aware that the City is looking to <br />develop the south side of the site and Winfield is very <br />concerned as to what will be developed there, as that will have <br />an impact on their project; and encouraged the council to take a <br />good look at development on that site. <br /> <br />Benke expressed council concern, too, of the development on the <br />south side of the site. <br /> <br />Krueger reviewed staff report concerning site plan approval for a <br />twelve-unit townhome development; stated that in the Planning <br />Commission's review of the development, one of the issues of con- <br />cern was the width of the proposed roadway within the develop- <br />ment.
