<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />May 13, 1986 <br /> <br />Schmidt asked, if the hotel were not to become a reality, if the <br />development that might occur on the southeast corner of Fifth <br />Avenue and Tenth Street might be able to occur on the northeast <br />corner; asked if there might be then any other property available <br />and considered for planning. <br /> <br />Anderson stated that land north of the park would be desirable <br />for a ball diamond. <br /> <br />Schmidt stated those were the kinds of considerations that tend <br />to make him think the council should hold off with park develop- <br />ment at this time; stated that if we don't expand the park <br />boundaries by included Third Avenue, and consider other develop- <br />ment as it occurs, the possibility of expanding the park to the <br />north kind of answers the other concerns that were expressed. <br /> <br />Representative of St. John's inquired about the land south of <br />the existing city hall parking lot; Anderson stated the plan <br />extends the parking lot as far south as possible; Williams stated <br />an extension of the planned parking lot would require an addi- <br />ional lane in addition to two bays; Anderson stated a parking <br />lot to the street would leave no room for snow; Benke indicated <br />the cost of constructing a retaining wall would be high and that <br />a parking lot to the sidewalk would violate an ordinance, creat- <br />ing a conflict of policy. <br /> <br />Schmidt stated, in terms of trade-offs, the city is contemplating <br />a significant investment in maintaining the ball field and the <br />park and there certainly is a considerable benefit to be derived <br />by the school; in terms of the parking that might be generated <br />there, everyone in the community has to pick up some of the costs <br />or disadvantages to share in the rewards. <br /> <br />Chock asked council to give consideration to not expanding the <br />parking lot to the east, suggested going north with the parking <br />lot; Benke stated that was an option at which the city would look. <br /> <br />Resident suggested the city use the property south of Eighth <br />Street for over-flow parking for city hall. <br /> <br />Schmidt asked staff if rezoning or a special-use permit would <br />be required; Locke indicated a special-use permit would be <br />required on that site. <br /> <br />Benke stated he appreciated the patience and comments and sees a <br />need for staff, council, and neighbors to meet and discuss the <br />situation; and, because two councilmembers say the plan should <br />not be finalized until we know what is happening in downtown, <br />believes that would suggest it would be 1987 before we begin <br />construction and is willing to consider that deferral. <br /> <br />Williams stated the design of a parking lot configuration for <br />St. John's if the street is closed may be redesigned to allow <br />ingress and egress but would not permit short-cutting. <br /> <br />Page Eight <br />
