I

I

I

Council Meeting Minutes
May 13, 1986

In response to Benke's question, Proper indicated that the
vacation of Third Avenue could be removed from the street
development project and that it could remain as is until a
council decision is made.

Benke asked staff when a council decision needs to be made;
Anderson stated if the council wants to go ahead with construc-
tion in 1986, he would need a decision by the first meeting in
June, but if council wants to delay, we have a year or two to get
definition of what is going to happen to the north of the
park.

Benke felt a need to continue discussion at the next meeting,
and conversations with Tom Chock and people from St. John's will
be included; sees many long-range issues that cannot be
addressed within the next month and perhaps construction should
to be deferred for a year to resolve those questions.

Resident stated if the city goes ahead with the parking lot
expansion, it locks itself in; Benke stated that is a concern for
this season, but not an immediate problem.

Motion by Benke, seconded by Schmidt, to CONTINUE DISCUSSION OF
THE PARK PLANS TO THE MAY 27, 1986, COUNCIL MEETING.

5 Ayes - 0 Nayes, Motion Carried

Motion by Schmidt, seconded by Gunderman, to WAIVE THE RULES TO
CONSIDER THE ISSUE OF LONG LAKE SURFACE CLOSURE TO GASOLINE
POWERED VEHICLES.

5 Ayes - 0 Nayes, Motion Carried

Motion by Gunderman, seconded by Schmidt, to ORDER THE CLOSING OF
THE SURFACE OF LONG LAKE TO ALL MOTORIZED BOATS OTHER THAN ELEC-
TRICAL TROLLING MOTORS UNTIL SUCH TIME AS WATER RECEDES TO
A SAFE LEVEL.

Consultant Mike Gair presented the latest plans for the Old
Highway 8 corridor, indicating they had been reviewed by the
Planning Commission at its May 6, 1986, meeting.

Council felt the plans looked good and encouraged Gair to
proceed.

Locke reviewed the staff report, stating that Dave Parkhill has
prepared a proposal for a retail shopping center on the downtown
site directly west of city hall. If the project is something
council believes would be good for downtown and the community as
a whole, staff would proceed to work with the Community Develop-
ment Block Grant application and with Parkhill to see if the
numbers would work both sides of the equation.

Page Nine

Waive the Rules

Long Lake Surface
Closure

Old Highway 8
Corridor Study
(No report)

Downtown Shopping
Center Proposal
Report 86-105
