<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />May 13, 1986 <br /> <br />Parkhill stated he has been involved with fourteen shopping <br />centers and reviewed his proposal which would utilize the space <br />from Eighth Street to Tenth Street and from Fifth Avenue to the <br />railroad tracks. Parkhill stated the shopping center would be a <br />front-loaded mall occupying approximately 90,000 square feet and <br />would be anchored by a grocery store; the proposal leaves the <br />present liquor store (they would acquire, remodel, and lease it <br />back to the city); proposed, under the tax increment district, to <br />buy the land from the city; and the project would total approxi- <br />mately $4 million. <br /> <br />Benke stated it appears to be a very appealling proposal and <br />encouraged Parkhill and staff to continue pursuing, and expressed <br />an interest in seeing additional design details. <br /> <br />Parkhill stated he had talked to staff on the economics of the <br />project and, if council approves conceptually, by the next <br />council meeting (May 27, 1986) he would advise the council of the <br />amount he would pay for the land; then he would like 120 days to <br />do the project; and stated he had tenants in mind. <br /> <br />In response to Schmidt's concern about the dental clinic and the <br />nursing home, Lowell Ainas, Milo Architect Engineers, stated the <br />nursing home and the two existing apartment buildings would <br />remain; berming would be used to separate those buildings from <br />the shopping center. Ainas envisioned the corner to be a medical <br />center (the dentist, chiropractor and optician, if they so <br />agreed) and stated there would be additional room if the drug <br />store needed additional space. Ainas explained that any of the <br />existing tenants could occupy their existing space until the new <br />space on the western portion of the site was built, and then, <br />should they so desire, they could move into the new space. Ainas <br />stated that once the new space was completed, demolition of the <br />current buildings would take place. <br /> <br />Schmidt stated a price would be agreed upon for the raw land and <br />then it would be the city's responsibility to acquire all of the <br />property and sell it back to Parkhill at the agreed upon price; <br />Parkhill so confirmed, and stated it would be best for him to <br />acquire the liquor store and lease it back for ease of financing. <br /> <br />Schmidt stated the council has heard and seen other proposals <br />for the site, and this is the first one that has a wealth of <br />experience in getting things done; and stated whether or not the <br />center would be enclosed would be up to Parkhill's experience. <br /> <br />Parkhill stated it would be determined by what the tenants <br />perceive, because the cost of enclosing the center would be <br />included in their rent; stated if a grocery store tenant doesn't <br />evolve, believes it will still work (traffic will come from south <br />and west). <br /> <br />Page Ten <br />
