<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 22, 1986 <br /> <br />Public Hearing <br /> <br />Motion by Brandt, seconded by Gunderman, to CLOSE THE PUBLIC HEAR- <br />ING AND TO ACCEPT THE WITHDRAWAL REQUEST FOR PL-145. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Council Business <br /> <br />Proper reviewed the status of the Long Lake Road upgrading <br />project for councilmembers and the audience; asked for direction <br />from council, whether to being with north portion of the project <br />or delay under plans for total project are complete. <br /> <br />Benke felt a decision on the north end would not affect the <br />decision on the south end, particularly where the questions of <br />adding a sidewalk south of 18th Street and the width south of <br />14th Street were concerned. <br /> <br />Both Benke and Gunderman asked whether or not we would be in a <br />manageable situation in the winter if we start the north end in <br />September. <br /> <br />Gunderman asked how the safety of the intersection of 14th Street <br />and Long Lake Road was being improved; Proper indicated the curve <br />would be made sharper which would improve the site distance and <br />would not require the removal of any trees. <br /> <br />Wayne Leonard, Ramsey County Engineer, stated the County Road D <br />project was unique and should not be used as a comparison; it <br />can be requested that the contractor restore the surface prior <br />to winter; north of the railroad tracks the soil conditions are <br />easier to work with; recommended proceeding with the northern <br />portion as soon as possible with a termination point just south <br />of Rice Creek Road; the sidewalk could be installed early to give <br />pedestrians a place to walk while the street is torn up, rather <br />than waiting for other concrete work (curbs and gutters); and <br />stated the plan fits very well with council's and resident's <br />requested changes. <br /> <br />Schmidt asked how the construction would proceed differently if <br />the project is split versus doing it all at once; if it were <br />done all at once, would Long Lake Road be unuseable to traffic. <br /> <br />Leonard responded that if the project were done all at once, the <br />road would be torn up completely, with access only to the <br />residents; if the north end is done first, the traffic would be <br />rerouted to Silver Lake Road; the price difference would not be <br />very great. <br /> <br />Page Two <br /> <br />Public Hearing <br /> <br />PL-145 - Miller/ <br />Basic Industries <br />Report 86-94 <br /> <br />Council Business <br /> <br />Update - Long Lake <br />Road Project <br />Report 86-95 <br />
