<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 22, 1986 <br /> <br />In response to Gunderman's inquiry, Leonard stated a 50-foot <br />roadway is planned from 1-694 to 14th which will accommodate the <br />state aid standards because of the existing projected traffic <br />volume; the 50-foot roadway will accommodate four lanes of <br />traffic; when the 50-foot meets the 40-foot at 14th Street, it <br />becomes a three lane with one lane for left turns, if that is <br />what the city wishes. <br /> <br />Benke stated, if the 50-foot section was warranted, he believed <br />it was council's desire that the 50-foot section be striped for <br />three lanes on the south half; that would need to be resolved. <br />Schmidt stated he couldn't recall anyone request the southern <br />portion be a four lane road. <br /> <br />Gunderman asked what the markings will be when the two road <br />widths join at 14th Street; Leonard stated the road would be <br />tapered for several hundred feet to blend the widths. <br /> <br />Gunderman questioned the Rice Creek Road intersection design; <br />Leonard stated the proposed design is for two twelve-foot lanes <br />in the center with two six-foot lanes along with two two-foot <br />bituminous lanes for bicycle lanes and gutters; and stated that <br />including a third lane for left turns would sacrifice the <br />bicycle lanes, unless the road were increased by 16 feet. <br /> <br />Gunderman questioned having sidewalks adjacent to the bike <br />lanes; Leonard stated the county takes the position that <br />sidewalks are desireable, and recommends a detached lane for <br />bicycles; suggested the need to keep young bicyclists off the <br />bike lanes on the busy roadway. <br /> <br />Benke asked if a three-way traffic count had been done on Long <br />Lake Road and Rice Creek Road; Leonard stated the traffic volume <br />does not justify a left turn lane. <br /> <br />Gunderman asked for the Police Chief's op1n10n on the safety <br />factor at Rice Creek Road and Long Lake Road; Kelley could not <br />think of any accident problems at that intersection, based on <br />the first quarter accident summary. <br /> <br />Bob Norell, 1842 Long Lake Road, briefed the new council on the <br />citizens views; presented council with the letter they had <br />presented to Mayor Harcus, the main concerns were speed, volume <br />of traffic, and impact on the neighborhood; feel a 40-foot wide <br />road, rather than a 36-foot wide road, would increase volume; <br />also expressed concern about the trees; feels the residents on <br />the northern portion should have an opportunity to attend <br />hearings on the southern portion; concerned about the closeness <br />of the sidewalk to the homes and would like them only north of <br />19A Street; also discussed there will be no more parking on Long <br />Lake Road under the current p'roposal and would like council to <br />consider t"adftertsuotset" oarkingf" aOtd suooested bl'ke lane be <br />1ncorpora e 1n 0 ne curb for ur her satety. n summary, <br />Norell stated the citizens are very happy that council is <br />listening to and working with the residents. <br /> <br />Page Three <br />
