<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 22, 1986 <br /> <br />Assuming we order the Public Improvement Hearing on the north <br />section, Benke suggested that we include with that an informa- <br />tional meeting on the south portion so that people can address <br />both issues. <br /> <br />Benke stated that, barring the decision to totally separate a <br />bike lane, it seems that 40-feet is almost a minimum for the <br />section from 19th to 14th but additional input would be needed on <br />that item. <br /> <br />With regard to the bike lane issue, Leonard stated detached bike <br />lanes occupy more space and, considering the funding, the <br />40-foot wide road would be the minimum the county would work <br />with. <br /> <br />Benke asked, if the council's decision is to proceed with a <br />Public Hearing on the north portion and assuming we include an <br />information meeting on the south portion, when we would be ready <br />to hold that meeting; Proper responded that we would not be able <br />to hold an improvement hearing until the first council meeting <br />in June. <br /> <br />Assuming we separate the north and south portions, Benke asked <br />when the council could expect to see the detailed plans on the <br />south portion; Leonard stated a preliminary set of plans would be <br />ready in August or September, stating there were right-of-way, <br />utility, curbs, and intersection issues on the south end. <br /> <br />Benke asked if funds were available for a 1987 construction on <br />the south portion; Leonard stated the county is committed to the <br />project on the north end, the funding is there, and the city can <br />proceed, which action would give some assurance for funding the <br />south end. <br /> <br />Williams asked the consequences would be of not building a <br />50-foot portion on the southern part; Proper stated we would not <br />meet the requirements of State Aid and we would not the funds <br />(about $.5 million) for that portion. <br /> <br />Leonard stated the county's funding needs to meet the Gas Tax <br />Funding requirements. <br /> <br />Williams asked what the standards are to receive the funding; <br />Leonard explained the criteria which say that high volume <br />requires turning lanes, acknowledging that the standards are <br />vague. <br /> <br />Motion by Gunderman, seconded by Brandt, to PROCEED WITH THE <br />PUBLIC HEARING FOR THE NORTHERN PORTION OF THE LONG LAKE ROADTHE <br />PROJECT ON JUNE 10, 1986, TO INCLUDE AN INFORMATIONAL MEETING ON <br />THE SOUTHERN PORTION OF THE PROJECT. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Page Four <br />
