<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 8, 1986 <br /> <br />Benke asked if council needed to make a choice this evening; <br />Nolan stated the decisions have to be made and her office could <br />not do too much until they know how to proceed. <br /> <br />Schmidt stated, from a philosophical point of view, sees us as <br />needing to go toward the at-will provision and sees no other <br />choice. <br /> <br />Gunderman asked if it would be appropriate that we discuss this <br />as a part of our upcoming Team Building follow-up worksession; <br />Sinda responded the City has to put itself in a position to <br />protect itself in the future. <br /> <br />Benke stated there are personnel kinds of things we need to chew <br />on before we make a decision. <br /> <br />Nolan stated she has materials on both the constitutionality and <br />common law issues which she will send. <br /> <br />Gunderman asked for the managers recommendation; Benke feels he <br />will have a few things to discuss. <br /> <br />Schmidt stated we should not delay in making a decision and it <br />would be best to move ahead; Benke agreed. <br /> <br />LeFevere stated his office could prepare a very brief letter <br />listing ordinance provisions in a summary form and what would be <br />deleted; Benke stated that would be helpful. <br /> <br />Benke asked that the summary and the materials be sent at the <br />earliest opportunity so that a timetable could be discussed at <br />the Team Building/Strategic Planning worksession. <br /> <br />Mike Gair, Gair & Associates, reviewed his report on the Old <br />Highway 8 Corridor Study. <br /> <br />Benke questioned the core use of the poleyards as heavy indus- <br />trial; if we have the opportunity to redevelop that area, do we <br />want to consider continuing heavy industrial, or do we want to <br />focus on limited industrial; Gair stated that part of the <br />meeting tonight is to make those types of decisions. <br /> <br />Gair continued by stating that perhaps the reality of developing <br />with heavy industrial may be extremely narrow, and maybe the best <br />strategy at this point would be to reduce some portion. <br /> <br />Benke stated that, unless we really narrow in on a specific <br />industry that might be tolerable, we might go to another <br />classification. <br /> <br />Page Five <br /> <br />~ <br /> <br />Old Highway 8 Corri- <br />dor Study - Gair's <br />Presentation <br />(No Report) <br />
