<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 8, 1986 <br /> <br />Gair stated that, at this stage, it may be best not to amend the <br />zoning. <br /> <br />Schmidt agreed, stating that if the zoning remains Heavy Indust- <br />rial there is nothing to preclude lighter industrial from being <br />developed and felt a developer would want to know what the <br />particular uses are for a piece of land. <br /> <br />Gair would like to delineate buffers, then transitions can <br />occur. <br /> <br />With regard to trucking trends, Gair was unable to answer; Benke <br />felt if the trucking area is reduced, it would provide the <br />opportunity to recreate areas along 1-35W. <br /> <br />Schmidt questioned what deregulation might do in terms of going <br />out of business and new development; Gair felt it would make a <br />big difference if we could increase land value of abandoned <br />property, zoning individual parcels would present some <br />opportunities toward the south to introduce more business uses, <br />it is kind of an advantage to refer to it as a Business <br />Industrial Park because that in itself has some advantage, maybe <br />we have to cut back on some of the areas and reduce the <br />quantity. <br /> <br />Benke asked if the plan is subject to review and update on a <br />five- or ten-year frequency, at which time we could make <br />adjustments to market and industry changes; Gair stated it was <br />and that the information needs to be flexible enough to give <br />various opportunities. <br /> <br />Benke stated the City needs to draw a V1Slon and then find the <br />people that will help create them; Gair stated the land use <br />plans are helpful tools and also noted that detailed exhibits <br />are very useful. <br /> <br />Benke suggested the City is fortunate in having the interchanges <br />available to service the areas. <br /> <br />Gair asked for direction from the council and would appreciate <br />acceptance of the concept plan as it is or with changes; then <br />would like to proceed as quickly as possible. <br /> <br />Brandt questioned the greenery on Old Highway 8; Gair felt there <br />was an opportunity for berms, plantings, and street furniture <br />along Old Highway 8 as well as off I-35W to Old Highway 8. <br /> <br />Page Six <br />
