I

I

I

Council Meeting Minutes
April 8, 1986

Benke asked if the Economic Development Organization has seen
the package; Locke stated they had had an opportunity to review
the plans, and the package was received by the members very
positively.

Schmidt asked how the City takes the tool and make sure it works
to the maximum advantage in the future; Locke stated the study
is a piece of the product, stating the basic goal is to improve
the quality of the community, the tax base, etc. The plan ;s one
of the elements to that, translating that plan into specific
actions is a crucial step once we agree on the plan which
involves possible changes in landscaping and zoning, as well as
looking at public improvement costs. The next step, in terms of
developing the plan, is looking at specific sites which have been
identified as our prime opportunity areas for change within the
corridor, and this plan becomes a marketing tool to help us sell
those opportunity areas to perspective businesses and developers.

Benke asked if a strategy had been developed for contacting
existing property owners and current operators; Locke understood
the level of communication with those people has been more on a
general basis until we get down to detail with more specifics in
anyone area. Public inforamtion meetings were scheduled to
inform people. At this point, we haven't dealt with each area in
depth.

Benke feels that is something we need to discussed and decide
how we are going to do that. With regard to Old Highway 8, the
City is talking about a 10- or 20-year period. The people who
are involved in the various properties need to understand what
we are saying in the long range plan, which is a cooperative
plan.

Williams stated there also needs to be a public plan along with
the other plan for developers which indicates what the City will
do (ie. landscaping). In order to effectively market this, we
need to show that as well.

Schmidt asked if information can be put in booklet form as a tool
to be sent to architectural, engineering, and development firms
to show we do have a plan; Locke indicated the need to develop a
marketing strategy as soon as we decide what we want to sell;
felt Gair's suggestion of a "Developer Day" is a good one.

Williams asked Gair how far into a marketing plan had he been
contracted; Gair indicated he will be involved up to the point of
assisting the City in setting up a "Developer Day", for which the
City may wish to have a public relations firm involved.

Page Seven
