<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 8, 1986 <br /> <br />Benke asked what the Economic Development Organization's role <br />will be in the process; Locke agreed the Economic Development <br />Organization should be involved in the marketing strategy, to <br />have the responsibility for making this actually happen. <br /> <br />Larry Baker, Chairman of the Planning Commission, asked if the <br />plan is proposing to have Jones Lake public; Gair indicated it <br />was, and that most of the land is below the lOO-year flood plain. <br /> <br />Benke feels that is one of the site specific details that would <br />take a lot of thought and questioning before we would actually do <br />that, his preference being to maintain that as a private activity <br />area as part of a comprehensive development, as opposed to adding <br />another major park and operating expense. <br /> <br />Williams agreed that the Economic Development Organization would <br />be the natural source for overseeing the development of the <br />marketing plan; would like to suggest that the Planning <br />Commission at some point have an opportunity for an in-depth <br />review of the report as well. <br /> <br />Benke stated this plan is pretty much consistent with the <br />existing Comprehensive Plan. <br /> <br />Williams stated the Planning Commission may make some <br />recommendations for changes; south of pole yard and east of <br />Jones Lake needs specific uses, but it may need to remain <br />flexible. <br /> <br />Benke asked Gair had looked at access to Old Highway 8 from the <br />west (ie. via Seventh Street); Gair stated Long Lake Road is the <br />furthest they had gone with access to Old Highway 8. <br /> <br />Benke asked if there is a need to get into much detail regarding <br />traffic generation before going much further; Gair stated Proper <br />had provided him with detailed comments which will be included <br />in the materials in the detail preparation, believes it may be a <br />critical issue in certain areas. <br /> <br />Benke felt existing conditions were at capacity, with regard to <br />I-35W. <br /> <br />Williams expressed concern about the negative impact the area at <br />I-35W and County Road D gives; Gair stated Locke had indicated <br />that should be included in that area. <br /> <br />In response to Benke's question, Gair indicated that both the <br />Willmus property and the Herbst property is included in the <br />plan. <br /> <br />Page Eight <br />
