Kelley, Chief of POliC~ peddler's License - Noise Prohibition FROM: SUBJECT: This report is in response to a request for a peddler's license by Blue Bell Ice Cream Company, Council's direction to examine Ordinance Section 20-3, and the practices of nearby communities. Chronology: 1. March 16, 1984 - Blue Bell Ice Cream applied for peddler's license. 2. May 2, 1984 - Police Department report to Council recommended denial based upon Section 20-3 which prohibits ringing a bell to attract customers. Included was a staff report concerning applicants activities in four other Ramsey County communities. 3. May 8, 1984 - Council denied request and directed staff and Citizens Study Committee to consider an amendment to Section 20-3 that could rescind the bell ringing prohibition. 4. May 16, 1984 - Administrative Assistant Curt Holewa in a Request for Council Consideration reported no strong opposition to the revision by the Citizens Study Committee, but reported their recommendation not to change the ordinance. 5. May 22, 1984 - Council directed staff to prepare alternate changes in the ordinance to allow bell ringing. 6. February 27, 1985 - Blue Bell Ice Cream Company re-applied for peddler's license, and provided copies of ordinance changes in two cities which allow them to ring their bells to attract customers.
