<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Minutes <br />April 9, 1985 <br /> <br />Council Business, continued <br /> <br />Janecek asked if this is a misdemeanor or a petty misdemeanor. <br /> <br />Fridgen responded that is a petty misdemeanor. <br /> <br />Benke added he felt with the time constraints there is no alternative <br />but to go with Dr. Cooper's proposal and asked if staff would need a <br />backup to pursue Option 3. a controlled shoot. If Dr. Cooper doesn't <br />succeed Benke recommended that necessary ordinance amendments be made, <br />permits be sought, and the backup measure be taken. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Harcus, seconded by Blomquist. to AUTHORIZE THE MAYOR AND THE <br />MANAGER TO ENTER INTO AN AGREEMENT WITH LOCAL #17 INCREASING SALARIES <br />BY FIVE PERCENT (5%) AND MONTHLY HEALTH INSURANCE BY $10.00 PER MONTH <br />FOR POWERHOUSE EMPLOYEES. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Kelley stated he had nothing further to add to the report and Steve <br />Craver, Blue Bell Ice Cream. was in attendance if there were any <br />further questions. <br /> <br />Motion by Janecek, seconded by Benke, to GRANT A PEDDLER'S LICENSE <br />TO BLUE BELL ICE CREAM, INC. FOR THE PERIOD APRIL 10, 1985 TO <br />OCTOBER 1, 1985. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Harcus indicated he would like input from the other Council members <br />regarding the survey. <br /> <br />Janecek stated that a copy of the survey was not included in the <br />packet. <br /> <br />Harcus stated there were questions in the survey as to how the City <br />felt the community would accept these types of facilities. Apparently <br />there is a state law that has restrictions on density in a given area <br />and, according to the map, St. Paul has a number of areas that exceed <br />the state limits on density for residential treatment houses. <br />Apparently the County is looking into expanding into the suburbs. <br />There is a large variety of housing needed. <br /> <br />Janecek stated that she may have the opportunity to challenge the <br />constitutionality of that t of 1 percent statement since one <br />percent of the population is mentally ill. <br /> <br />Mayor Harcus suggested someone from the City attend the meeting on <br />April 23rd. He stated he had asked staff to look into the ordinace <br />regarding this type of facility.
