<br />Counei 1 Mi nutes <br />May 14, 1985 <br /> <br />Page Thirteen <br /> <br />I <br /> <br />Blomquist asked if we were to put in a temporary launch this <br />year and controlled the number of boats, would that be <br />justification for continuing that temporary launch with the <br />controls in 1986. <br /> <br />Anderson indicated we should be able to learn something from <br />temporary boat launch in 1985; we may learn that five boats <br />would have minimal impact on the lake; we may come back in <br />1986 stating more than five boats could be placed -- or that <br />no boats could be allowed, <br /> <br />Resident expressed concern for cost of monitoring a temporary <br />boat launch in 1986, one year ahead of schedule; finds it <br />hard to believe there would be any law suits if everything is <br />in place in 1987, <br /> <br />.. <br /> <br />Harcus expressed concern for small children near a boat <br />launching area, questioned how the city would operate the <br />launch in 1986, and moved, seconded by Schmidt, to DENY <br />TEMPORARY BOAT LAUNCH FOR 1985 AND ASKED STAFF TO LOOK AT THE <br />OPERATING PLANS FOR A TEMPORARY BOAT LAUNCH IN 1986. <br /> <br />I <br /> <br />Schmidt said the report from the MPCA says that what Ramsey County <br />and the City of New Brighton are doing to establish the boat <br />launch facility and because it is open curing non-swimming seasons <br />for the public should, presumably, satisfy the other govern- <br />mental concerns. Schmidt understood that if there were some <br />change to eliminate that boat launch from the plans, there <br />would be immediate concern and probably immediate action. <br />Feels we should have a plan for 1986. <br /> <br />Harcus suggested having the Police Department look at, either <br />with th~ Explorer Post or some group, having a random water <br />patrol on the lake; Anderson noted the city cannot issue fines <br />or tickets on the lake, <br /> <br />I <br /> <br />Benke asked Simons how our proposal compared with Lake Johanna's <br />layout (beach and boaters); Simons responded he did not have <br />good background information but noted that Lake Johanna's boat <br />launch was considerably further from the beach than our proposal. <br />Simons mentioned that other lakes with a similar layout had life- <br />guards in the water to monitor the activity, as does New Brighton. <br /> <br />Benke asked what the distance was between the swimming area and <br />the boat launch area proposed at Long Lake; Anderson responded <br />it was close but that a 25-foot "no man's land" would be estab- <br />lished between the two sites. Anderson further stated that he <br />would like to see the fishermen have access and perhaps eliminate <br />water skiing from this area. <br /> <br />Benke agreed with Anderson that if we have a temporary boat <br />launch we don't have to provide access to speed boats but that <br />fishing boats can be compatible; we still have to recognize <br />the underlying equity issue, <br />
