<br />Council Minutes <br />May 14, 1985 <br /> <br />I <br /> <br />Anderson, in response to a question, indicated he receives <br />20-30 phone calls a year inquiring about public access for <br />fishing, <br /> <br />Schmidt understands the points raised by staff to be able to <br />make some judgements for next year but, in terms of the <br />numbers that the Master Plan provides for, we are far from <br />that and, for continuity, stated he did not have a problem <br />with the equitable issue or with waiting another year or <br />two. <br /> <br />4 Ayes - 1 Naye (Benke), Motion Carried <br /> <br />Harcus reviewed the discussions by the Environmental <br />Quality Commission of New Brighton about the lack of <br />accountability by the watershed district. <br /> <br />Janecek stated that we then have no authority to manage <br />our plan at this point; Harcus stated Watershed District <br />still reviews all of our projects. <br /> <br />I <br /> <br />Schmidt stated he is aware that the League of Women <br />Voters is looking for a specific project and felt this <br />was something they should study, <br /> <br />Motion by Harcus, seconded by Blomquist, to ASK THE CITY <br />MANAGER TO CONSIDER WATERSHED MANAGEMENT BY LOCAL UNITS <br />OF GOVERNMENT AS A 1986 LEGISLATIVE ISSUE. <br /> <br />City Attorney noted that this is something that is going <br />to happen by December of 1986. The watershed management <br />organization will not have the authority to issue permits <br />for use of land after that time. The cities are required <br />to adopt their own water management plan to be consistant <br />with the watershed management organization's Water Manage- <br />ment Plan. <br /> <br />Proper stated he reviews all the developments from adja- <br />cent properties; the watershed district still has their <br />basic pQlicies on water quality and rate of runoff. They <br />have relaxed their standards a little bit (they don't re- <br />quire permits now on anything under 2~ acres). <br /> <br />Benke understood our plan incorporated their requirements <br />into our local plan so that Proper could approve them as <br />opposed to requiring final review by the watershed dis- <br />trict. <br /> <br />I <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Harcus advised council that Sinda had suggested a Building <br />Committee be formed (two council, two staff, two from <br />Citizen Study Committee); would like to see contract on a <br />Time/Material basis rather than construction costs. <br /> <br />Page Fourteen <br /> <br />Watershed Management <br />by Local Units of <br />Government <br />Report 85-138 <br /> <br />Architectural Services <br />- City Hall Renova- <br />tion <br />Report 85-139 <br />
