<br />Council Minutes <br />May 14, 1985 <br /> <br />I <br /> <br />Harcus was concerned about interior space use (some modular <br />walls could be considered construction costs), permanent <br />walls versus panel-type walls, energy efficiencies, and a <br />lot of detai 1. <br /> <br />Benke asked whether or not the architect would enter into <br />that type of an arrangement, noting the typical contract is <br />some percentage of cost. <br /> <br />Blomquist expressed concern that, as you proceed with the <br />project, one might be less likely to call on the architect <br />to make any revisions, recommendations, or changes because <br />you know additional expenses would be incurred; whereas <br />a contract based on a percent of the construction costs <br />would encourage one to ask more questions, get more input <br />from the architect, and ask for revisions and modifications. <br />Blomquist summarized that he would be in favor of a con- <br />tract that would be based on construction costs because a <br />cap can be put on the contract. <br /> <br />I <br /> <br />Motion by Harcus, seconded by Schmidt, to ASK STAFF TO <br />RESEARCH BOTH MUNICIPAL AND PRIVATE BUILDINGS THAT HAVE <br />BEEN CONSTRUCTED RECENTLY, OR ARE UNDER CONSTRUCTION, <br />TO DETERMINE WHICH TYPE OF CONTRACT IS BEING USED FOR EACH <br />AND TO MAKE A RECOMMENDATION AT THE NEXT COUNCIL MEETING <br />THAT WOULD REFLECT BOTH POSITIVE AND NEGATIVE ASPECTS OF <br />THE CONTRACTS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Benke, seconded by Harcus, TO ESTABLISH AN <br />ADVISORY COMMITTEE TO WORK WITH THE ARCHITECT ON THE RENOVA- <br />nml/ADDITION OF CITY HALL: THE CDr1t1ITTEE TO CONSIST OF THO <br />STAFF MEMBERS, TUO r~EMBERS OF THE CITIZEN STUDY Cm-U~ITTEE, <br />AND MAYOR HARCUS AND COUNCIUm~BER JANECEK FROt1 COUNCIL <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Announcements and Updates <br /> <br />Harcus and Blomquist asked to be signed up for the League <br />of Minnesota Cities conference June 11-14. <br /> <br />I <br /> <br />Harcus announced that the Ramsey County League of Local <br />Governments next meeting would be here at City Hall <br />tomorrow night, and that the next AMM meeting would be <br />on May 30th, <br /> <br />Schmidt updated council on the cable convention in <br />San Francisco that he recently attended. <br /> <br />Page Fifteen <br /> <br />\ <br /> <br />Announcements and <br />Updates <br /> <br />LMC Conference <br /> <br />RCLLG and AMM <br /> <br />Cable Update <br /> <br />LGA Formula <br />
