<br />Council Mi nutes <br />May 14, 1985 <br /> <br />I <br /> <br />Blomquist asked for amenities the city would receive as a <br />result of the higher density. <br /> <br />Ou'Monceaux cited control of the product, screening through <br />landscaping, the preservation of the natural drainage site, and <br />technical issues of maintenance of cul de sac snow storage. <br />Ou'Monceaux stated the product would be shown to the neighbors <br />who would have an opportunity to get involved. <br /> <br />Schmidt asked if there would be any site constraints in mixing <br />single family on the north side with twinhomes along Silver <br />Lake Road. <br /> <br />Ou'Monceaux stated that had been considered but, because of the <br />scale of the project and the character they are trying to devel- <br />op, it wouldn't be a positive element of the project. <br /> <br />Schmidt doesn't feel density is an issue providing the neighbor- <br />hood is getting quality compatible to existing structures. <br /> <br />I <br /> <br />Ou'Monceaux stated that the quality control would be present. be- <br />cause of the PRO that perhaps would not be present with a single- <br />family builder; feels the plans add to the buffer and makes a <br />good transition. <br /> <br />Per Janecek's request, Ou'Monceaux reviewed the schematics for <br />the various plans, noting that it had been determined which lots <br />would not be suitable for the three-level plan. <br /> <br />As there were no further questions from the council, Mayor Harcus <br />opened the discussion to the public. <br /> <br />John Lampy, 2521 - 13A Street N.W., presented to the Mayor a <br />petition that had been signed by all the residents on the north <br />side expressing concern for the value of their homes, should <br />the twinhomes be built, and strongly urging the city council to <br />adhere to their commitment of single fami ly homes for the general <br />location of 1252 Silver Lake Road. <br /> <br />Lampy noted he moved into a single-family neighborhood and had <br />understood it would remain as such; expressed concern about the <br />twinhomes being rented in the future; didn't feel the amenity <br />of proper drainage was anything special as it would have to be <br />provided by any builder; and was concerned about the fact the <br />plans did not provide for an Association. In response to <br />Blomquist's question, Lampy felt the quality and plans for the <br />twinhomes appeared to be nice. <br /> <br />I <br /> <br />Ken Swanson, 2579 - l3A Street N.W., stated he had also checked <br />with city hall before building his home and was told the first <br />five acres bought would be a buffer zone; feels this project <br />will devalue his home; really opposed to the project; and feels <br />drainage will not be a problem in any other construction on the <br />site, <br /> <br />Page Four <br /> <br />\ <br />
