<br />Council Mi nutes <br />May 28, 1985 <br /> <br />I l. <br />2, <br /> 3, <br /> 4, <br /> 5, <br /> 6. <br /> 7. <br /> 8. <br /> 9, <br /> <br />I <br /> <br />I <br /> <br />APPROVAL OF PUD-3, <br />APPROVAL OF ALL GRADING AND DRAINAGE PLANS BY RICE CREEK <br />WATERSHED DISTRICT AND THE CITY ENGINEER, <br />APPROVAL OF ALL CURB CUTS BY RAMSEY COUNTY, <br />APPROVAL OF FIRE HYDRANT LOCATIONS AND FIRE ACCESS BY THE <br />FIRE CH I EF , <br />THAT THE DRIVEWAY ALONG THE SOUTH PROPERTY LINE BE WIDENED <br />TO MEET THE ~lINIMUM WIDTH RCqUIREHENTS OF HJENTY-TWO FEET, <br />THAT THE REQUIRED NUMBER OF HANDICAPPED PARKING STALLS BE <br />PROVIDED, <br />THAT CONCRETE CURBING BE INSTALLED AROUND ALL PARKING AND <br />DRIVE AREAS, <br />THAT ALL PARKING AND DRIVE AREAS BE ASPHALTED, AND <br />THAT LANDSCAPE ISLANDS BE PROVIDED TO BREAK UP THE LONG <br />ROWS OF PARKING, <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Council Business <br /> <br />Douglas Day, of the Minnesota Pollution Control Agency and <br />project leader for the groundwater investigation, provided <br />Sinda with a copy of the report for Phase I of the investi- <br />gation and will provide another copy to the City Engineer, <br />Les Proper, <br /> <br />Through a slide presentation, Day updated council on what has <br />taken place and the results of the investigation, noting that <br />the MPCA had increased the area of the study because of the <br />contamination in St, Anthony, <br /> <br />Paul Goudreault, hydrologist, continued the slide presentation <br />and stated there would be a Phase I Addendum (Phase IA) com- <br />pleted by October 1, 1985, <br /> <br />Day stated that the investigation \'JOuld terminate when the <br />MPCA feels it has the source of contamination identified and <br />they will then provide that information to the parties <br />involved, Day felt that further dialogue would then take <br />p'lace between all parties, <br /> <br />Day stated the MPCA is beginning the process of a Feasibility <br />Study to determine what to do concerning clean-up and is <br />incorporating some of those tasks into Phase IA work. <br /> <br />In response to Blomquist1s question, Day responded the <br />Feasibility Study would be completed six months after the <br />completion of Phase lA, or Spring of 1986. <br /> <br />In response to Blomquist1s question concerning the status of <br />the off-site study being done by Honeywell, Day responded <br />that Honeywell has installed 16 or 17 wells and the MPCA is <br /> <br />Page Five <br /> <br />Council Business <br /> <br />MPCAUpdate <br />
