<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Mi nutes <br />May 28. 1985 <br /> <br />negotiating an arrangement with Honeywell and the EPA whereby <br />the MPCA can use those wells for their purposes. as there is <br />an ojection to spending Federal dollars for installin~ wells <br />right next to Honeywell's, The MPCA is not officially re- <br />viewing Honeywell's study; the MPCA has received and will be <br />reviewing Honeywell's Building 502 operations which indicates <br />there is a contamination fluid moving off the arsenal. <br /> <br />Goudreau1t confirmed that the MPCA is working with Barr Engin- <br />eering, <br /> <br />Harcus thanked Day and Goudreau1t for coming; Day stated they <br />would be back in four or five months to give another update, <br /> <br />Kreuger had nothing to add to the staff report concerning Tom <br />Thumb's concern for denial of SP-121. a request to install gas <br />pumps, and noted that George May, attorney for Tom Thumb, was <br />present to make a presentation and to answer questions. <br /> <br />Mr, May presented a new proposal for installation of gasoline <br />pumps, stating Tom Thumb only wishes to upgrade their services <br />to their customers and that they don't believe the installation <br />of pumps would create a safety hazard. <br /> <br />Harcus stated the City Council tries to remain neutral when it <br />comes to competition; felt the real issue was impact on neigh- <br />borhood; believes this store is unique because of homes in the <br />near vicinity; and still sees the gas pumps as a safety issue, <br /> <br />May felt that because the store has a picnic table, shrubbery, <br />and ;s set back. it is aesthetically pleasing; and doesn'tfee1 <br />the addition of gas pumps would detract from the site or from <br />the neighborhood. <br /> <br />Harcus asked if the proposed driveway is in alignment with Sixth <br />Avenue; Tom Lewi 5, representa tive of Pump. and Meter Servi ce. <br />explained there is a utility easement located there and Proper <br />verified that explanation. <br /> <br />Benke asked if there was any problem putting the pumps next to <br />utilities; Proper indicated he would have to look into that <br />possibility, <br /> <br />Janecek stated her primary concern has been the safety issue <br />but would like to take a look at it again with the proposed <br />relocation of the driveway, and wondered if the gas pumps could <br />be moved back, <br /> <br />Lewis believed the pumps could be moved back, Lewis noted that <br />Ramsey County advised him that they will allow the driveway to <br />be within 100 feet of the bridge. the proposal is for a distance <br />of 195 feet, <br /> <br />Benke stated there is still a basic question concerning the <br />zoning code, and felt the "need" for the service needed to be <br />defined before the city can issue a special-use permit, <br /> <br />Page Six <br /> <br />Tom Thumb "-, <br />Report 85-146 <br />
