<br />Counei 1 t1i nutes <br />June 25, 1985 <br /> <br />I <br /> <br />Bauer responded the resistance came from existing business own- <br />ers who intend to add space to their budiling, as any buildinq over <br />8,500 square foot would automatically be required to have a <br />sprinkler system covering the entire building; this require- <br />ment would prevent owners from adding on small portions of <br />their building to avoid having a system installed. <br /> <br />Blomquist commended Bauer for his hard work and for overcoming <br />the obstacles, then moved, seconded by Harcus, to WAIVE THE <br />READING, HOLD THE FIRST READING, OF AN ORDINANCE AMENDMENT TO <br />INCLUDE A BUILT-IN FIRE SUPPRESSION SYSTEM IN NEW CONSTRUCTION <br />AND ADDITIONS TO OLD STRUCTURES. <br /> <br />4 Ayes ~ 0 Nayes, Motion Carried <br /> <br />Winkles commented that the amended ordinance would not go into <br />affect until January 1,1986, <br /> <br />Winkels reviewed the staff report concerning an agreement for <br />professional planning and engineering services to study the Old <br />Highway 8 corridor and prepare a long-range economic development <br />plan noting the cost is at a rate "not to exceed" and that city <br />staff would be providing a majority of time, <br /> <br />I <br /> <br />Harcus asked to have a definition of the "corridor" inserted <br />in the contract; Winkels responded that the corridor could be <br />identified by a map and the information could also be written <br />into the contract, <br /> <br />In response to Benke's inquiry regarding other firms, Winkels <br />stated the the city initially interviewed four different <br />firms and that Gair & Associaties is a division of Orr-Schelen- <br />Mayeron (SM) Engineering Company, Staff chose one of the firms <br />to study the JUO site and felt Gair/OSM would be appropriate <br />for the corridor study because they had the traffic capabilities <br />on staff. <br /> <br />Harcus asked staff to look at the impact of eliminating the <br />Heavy Industrial classification, pro or con; Benke felt we <br />should defer that issue as some may be grandfathered in and <br />we should look at what is out there, available, and appropriate <br />at the present tice, <br /> <br />I <br /> <br />In response to Harcus's inquiry, Winkels responded that Gair <br />& Associaties have done similar studies for Oakdale, Brooklyn <br />Park, Plymouth, Woodbury, Mendota Heights, and lnver Grove <br />Heights, <br /> <br />Motion by Harcus, seconded by Blomquist, to AUTHORIZE THE <br />MAYOR AND THE MANAGER TO EXECUTE AN AGREEMENT FOR PROFESSIONAL <br />PLANNING AND ENGINEERING SERVICES WITH GAIR & ASSOCIATES. <br /> <br />Page Six <br /> <br />Consultant <br />Contract - Old <br />Hwy.
