<br />Council Meeting Minutes <br />July 9, 1985 <br /> <br />Page Three <br /> <br />I <br /> <br />In response to Harcus' Question, Winkels indicated that two of the <br />applicants had paid their fee; Harcus felt he would not give pre- <br />liminary approval to any application until the appropriate fees had <br />been paid, <br /> <br />Janecek asked if we would start pursuing funds from other cities <br />and Winkels responded he would, if council so directed. He advised <br />council that the city had been contacted by some municipalities <br />and has the impression there were good possibilities of New Brighton <br />obtaining the necessary funds. <br /> <br />Winkels further stated that Mark Haggerty (Hal-Fics, Inc,) was not <br />able to be present this evening. <br /> <br />Motion by Harcus, seconded by Blomquist, to: <br /> <br />" <br /> <br />I <br /> <br />1. CONTINUE THE PUBLIC HEARINGS ON APPLICATIONS FOR INDUSTRIAL <br />REVENUE BONDS FOR THE SKILLMAN CORPORATION, NEW BRIGHTON INNS, <br />INC" AND HAL-FICS, INC. UNTIL JULY 23, 1985 AT 7:45 P.M.; <br />2, TO INDICATE THAT THE COUNCIL ANTICIPATES GRANTING PRELIMINARY <br />APPROVAL TO ALL THREE APPLICATIONS ON JULY 23, 1985, BUT THAT <br />NO FINAL DETERMINATION OF ALLOCATION WILL BE GIVEN AT THAT <br />TIME; <br />3, DIRECT STAFF TO INVESTIGATE THE POSSIBILITY OF OBTAINING <br />ADDITIONAL INDUSTRIAL REVENUE BONDS ALLOCATIONS; AND <br />5. DIRECT STAFF TO COMMUNICATE WITH EACH OF THE APPLICANTS THE <br />CITY'S REQUIREMENTS, FEES. ETC, AS PREVIOUSLY DISCUSSED, <br /> <br />Benke asked if it would be to the staff's advantage. in discussions <br />with other communities, to have an indication from council as to <br />how we would allocate funds and for which projects we are seeking <br />funding, because having some specific projects might enhance the <br />city's credibility. <br /> <br />Winkels responded he will have to provide that information to the <br />municipalities and added that they will be asking for a one percent <br />deposit. <br /> <br />Keith Harstad, developer for New Brighton Inns, Inc., stated he <br />plans to construct a ten-story hotel but will withdraw his project <br />if the other hotel goes through because there is not room for two. <br /> <br />Benke felt council should indicate in which direction it wishes to <br />move; if we have to choose a site, perhaps it should indicate to <br />staff which site it prefers so that it could seek alternatives for <br />the other site; doesn't wish to waste either the developers' time <br />nor the city's time, <br /> <br />I <br /> <br />Janecek indicated she had the same thoughts; stated the council <br />received $9 million for a downtown hotel site, thereby making it <br />our top priority, <br /> <br />Harcus believes the developer with a fairly strong agreement is <br />the one that has a good chance of doing the development, <br />
