<br />Counei 1 Mi nutes <br />September 12, 1984 <br /> <br />I <br /> <br />City Attorney further stated that a Special Taxing District <br />must be established by ordinance following a public hearing <br />held on the question whether or not to create a Special Tax- <br />i ng Distri ct. <br /> <br />Bill Harnist, Clean-Flo Laboratories, Inc., showed slides of <br />process in operation during the winter. <br /> <br />City Attorney stated that the amount of the contract does not <br />call for public bidding. <br /> <br />At 7:52 p.m. ~1ayor Harcus opened the meeting to public comment. <br /> <br />David Hoel, 2738 N.W. l7A Street, expressed concern as to <br />whether this would be a three-year program (as originally <br />written) or a one-year program (as reviewed by Proper). <br /> <br />Harnist indicated the original program was for same equipment <br />cost for first year and an estimate in second and third year <br />for chemical treatment only. The current program indicates a <br />follow-up water test the second year and.if further treatment <br />is then indicated. Clean-Flo would submit a proposal for <br />that treatment (additional equipment and/or chemicals). <br /> <br />I <br /> <br />Emmett Cass. 1258 - 26th Avenue N.W.. asked if further treatment <br />treatment was indicated. would that treatment include additional <br />equipment and more chemicals? <br /> <br />Harnist indicated that through experience they were certain the <br />four diffusers would do the job so that further treatment would <br />probably be the addition of chemicals; indicating the four <br />diffusers would give the lake a roll-over of six times a weeks. <br /> <br />Hoel asked about warranty on equipment. Harnist indicated their <br />equipment usually has a life of five years or longer. if main- <br />tained properly. <br /> <br />Hoe 1 expressed concern about guarantee of water quality. Harni s t <br />indicated that Clean-Flo would perform; and would keep workin9 <br />at the treatment. <br /> <br />Harcus asked if the guarantee would be in the contract. Proper <br />indicated it was not. Harnist indicated study would give <br />parameters and Clean-Flo would follow through until quality was <br />reached. <br /> <br />I <br /> <br />Benke inquired about the effect of the dollars if the contract <br />were to be changed to a three-year contract. Harnist indica- <br />ted it would cost between $2600 and $3000 a year for the two <br />extra years. <br /> <br />Janecek asked for clarification of what the $15,000 would <br />i nc 1 ude. <br /> <br />Harnist indicated the $15,000 included the chemicals, testing, <br />dye, and equipment. <br /> <br />Page Three <br />
