<br />Council Minutes <br />September 12, 1984 <br /> <br />Page Four <br /> <br />I <br /> <br />Norton Woodchurch, 2830 - 18th Street N.W., feels the <br />association would like to have a set figure for a period <br />of three to five years; wouldn't like to have to rene00- <br />tiate every year. <br /> <br />City Attorney stated that on-going maintenance could be <br />levied each year. <br /> <br />Schmidt indicated that as there are three partners in this <br />project (Clean-Flo, residents, and council) the terms of <br />the contract need to be defined before we take any further <br />action. In the meantime, council could set up a public <br />hearing for Special Taxing District. <br /> <br />Ralph Steiner, 1826 - 26th Avenue N.W., stated he would be <br />reluctant to go through with contract without estimate of <br />maintenance costs; feels firm should be able to give the <br />homeowners a reasonable estimate. <br /> <br />Hoel expressed concern about who would be responsible for <br />checking the units the second and third years. Harnist <br />indicated Clean-Flo would if it was a three-year contract. <br /> <br />I <br /> <br />Harcus stated he sensed homeowners' uncertainty about <br />going ahead with the project because of some of the terms. <br />Felt an immediate need for a discussion of financing <br />terms, in the event the association could resolve the <br />~ontract. Looked for input on preferred financing option. <br /> <br />Woodchurch indicated he owns tour lots with no buildings. <br />Method of assessment wouldn't make much difference to him, <br />but felt the fair way would be equal assessment. <br /> <br />Wayne Ward, 2782 - l7A Street, felt it would be okay to <br />divide equally but asked for estimate for most- and least- <br />expensive house if special assessed. <br /> <br />Harcus indicated the variance would be slight, from $675 <br />for the assessment (equally) to $900 (based on valuation) <br />for the most expensive home, with the majority being in <br />the range of $675/$649. <br /> <br />I <br /> <br />Cass asked if the taxes would be levied with costs asso- <br />ciated with storm sewer improvements. Concerned that this <br />opens door for other improvements. How do we control <br />additional funds being spent on improving storm sewer dis- <br />trict? <br /> <br />City Attorney stated that the assessment of any cost would <br />require a public hearing prior to the assessment; there <br />would be a letter mailed to those involved and a notice <br />would be published. <br />
