<br />I <br /> <br />I <br /> <br />I <br /> <br />Counci 1 ~1i nutes <br />September 25, 1984 <br /> <br />Page Nine <br /> <br />Benke asked what portion of the wells would be <br />visible, and was it necessary that they be located in <br />the parks. <br /> <br />Goudreault responded that, with the assistance of Proper <br />and Maurie Anderson (New Briahton's Park and Recreation <br />Director), the wells were located so that they would be <br />out of the way, and that they will each be three-feet <br />ta 11 wi th one havi ng a 6" di ameter, the other a 8" di a- <br />meter. They will be located on the property line in <br />shrubs and bushes requiring no mowing or maintenance. <br />The well in Freedom Park will attempt to deliniate the <br />western boundary of the contamination; the well in Silver <br />Oaks will be used as a control in down-grading New <br />Brighton sources and up-grading St. Anthony; both loca- <br />tions were selected with hydrological criteria in mind. <br /> <br />In repsonse to Benke's question, Goudreault stated that <br />the sampling would be done on a quarterly basis and each <br />sampling would take about an hour. <br /> <br />Motion by Janecek, seconded by Blomquist, to APPROVE THE <br />ACCESS AGREEMENT BETWEEN THE CITY OF NEW BRIGHTON AND <br />THE MINNESOTA POLLUTION CONTROL AGENCY as amended by the <br />City Attorney. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Winkels reviewed staff report concerning a proposed amend- <br />ment to the Winfield Development's Development Agreement. <br />and distributed a revised cash flow. Winkels stated that <br />the original agreement provided for development after <br />Phase I was completed, and that we agreed we would adjust <br />Winfield's Lease-Purchase Agreement by an amount that be <br />tied to the Assessment Agreement that they would be re- <br />quired to sign. As a result, beginning in January, 1986, <br />they will be assessed at a minimum of $4.3 million. <br /> <br />Schmidt asked for integrated expenses from flow sheets <br />for planning future projects. Winkels indicated he could <br />relate other projects into this and come up with the <br />expenses in the next few weeks. <br /> <br />Winfield Development <br />Report 84-263 <br />Resolution 84-142 <br /> <br />Schmidt asked what our timing is as far as making applica- <br />tions for IRB pot that the state is going to have. <br /> <br />Winkels responded that, once we have closed on the bonds, <br />we would have to apply between the 20th of that month and <br />the fifth of the following month. ~Ie are trying to close <br />two the last week in October; we could make application <br />prior to the fifth of November, leaving December as the <br />only other time we could apply. Winkels indicated that <br />next year we would be in the same position (to whom we <br />wish to give the first $2 million). <br />
