<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Mi nutes <br />October 9, 1984 <br /> <br />Page Three <br /> <br />Anderson stated he had nothing further to add to the <br />staff report concerning the use of the clubhouse. <br /> <br />Blomquist asked how many requests to use the clubhouse <br />facilities had been made. <br /> <br />Use of Clubhouse <br />Report 84-269 <br /> <br />Anderson stated that four requests had been made in the <br />last month: two were scheduled, one is tentative, and <br />one was an inquiry. <br /> <br />Motion by Schmidt, seconded by Janecek, to APPROVE THE <br />POLICY GOVERNING PUBLIC USE OF BRIGHTWOOD HILLS CLUBHOUSE <br />FACILITIES AND THAT THE SECTION REGARDING CLASSIFICATION <br />OF FEES (ITEM B #1) BE MODIFIED TO READ AS FOLLOWS: <br /> <br />1. IF THE DIRECTOR OF PARKS AND RECREATION DEEMS IT <br />NECESSARY FOR ADDITIONAL SUPERVISION, THE GROUP <br />WOULD HAVE TO PAY AS DETERMINED BY THE DIRECTOR OF <br />PARKS AND RECREATION. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Egan had no further comments to the staff report concerning <br />the 1985 budget and tax levy and the scheduled levies for <br />bond debt obligations. <br /> <br />1985 Budget and <br />Tax Levy <br />Report 84-270 <br />Resolution 84-148 <br /> <br />Janecek stated that the budget presented was a very <br />reasonable budget and was very easy to work with. <br /> <br />Scheduled Levies <br />for Bonded Debt <br />Obligations <br />Report 84-270 <br />Resolution 84-149 <br /> <br />Blomquist stated that he has been involved with seven <br />budgets and the budget received this year was by far the <br />easiest for him. <br /> <br />Schmidt stated that there has been prudent management in <br />the past, but the need to fund obligations in the future <br />will have to be taken into consideration. In the Minnesota <br />League publication, the breakdown of cities' taxing shows <br />New Brighton to be one of the lowest at ten mills, and <br />the School District is one of the lowest. <br /> <br />Motion by Harcus, seconded by Blomquist, to waive the <br />reading and adopt (1) RESOLUTION ADOPTING THE 1985 BUDGET <br />AND CERTIFYING THE TAX LEVY, and (2) RESOLUTION AMENDING <br />THE SCHEDULED LEVIES AND BONDED DEBT OBLIGATIONS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Sinda reviewed the staff r~port regarding consideration of <br />lobbying efforts through the National League of Cities <br />concerning New Brighton's water contamination problem. <br /> <br />Water Contamination <br />Problem/National <br />League of Cities <br />Report 84-271 <br /> <br />Benke stated that Congress has deferred action on the <br />Superfund Bill and, in terms of our situation, some action <br />should be taken. <br />
