<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Mi nutes <br />October 9, 1984 <br /> <br />Motion by Harcus, seconded by Blomquist, to SUBMIT A PROPOSED <br />RESOLUTION STATING THE NATIONAL LEAGUE OF CITIES SHOULD <br />SUPPORT THE EFFORT TO ENACT A CERCLA REAUTHORIZATION BILL IN <br />CONGRESS IN 1985 CONTAINING PROVISIONS TO ASSIST MUNICIPALI- <br />TIES TO PAY FOR AND TO BE REIMBURSED FOR EXPENDITURES MADE <br />TO RESOLVE CONTAMINATION PROBLEMS CAUSED BY HAZARDOUS WASTE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Schmidt, seconded by Harcus, to APPOINT THE CITY <br />MANAGER AS VOTING DELEGATE AND COUNCILMEMBER BENKE AS VOTING <br />ALTERNATE TO THE NATIONAL LEAGUE OF CITIES' CONGRESS OF <br />CITIES CONFERENCE NOVEMBER 24-28, 1984, IN INDIANAPOLIS, <br />INDIANA. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Roger Franke, Cable Administrator for North Suburban Cable <br />Commission, stated that, at the present time, he had received <br />51 complaints/concerns from residents. He has been communi- <br />cating with Curt Holewa and the Manager's secretary in <br />regard to complaints received at City Hall. <br /> <br />Terry Shuster of Group W stated that they will be able to <br />market totally beginning around November 12, 1984. There are <br />43,000 households in the ten-city marketing area. <br /> <br />Richard Johnson, 1707 - 19th Avenue NW, stated that he had <br />purchased his lot with all underground utilities and now he <br />has this ugly box in his front yard and he is very dissatis- <br />fied. He asked why he should have to put up with it in his <br />front yard. Why can't it be put in the backyard. He feels, <br />as a resident, he has had no control. <br /> <br />Schmidt stated that the amplifiers cannot be buried due to <br />the weather conditions in Minnesota. The repair/upkeep on <br />the amplifiers being buried would be very high. There is <br />no way at the present time to prevent moisture from seeping <br />in and creating a problem. <br /> <br />Franke introduced Tom Sharrard, District Manager for Group W. <br />Sharrard stated that his position will be to work with Franke <br />and Shuster in resolving complaints that will need a little <br />more consideration than most. <br /> <br />Frederick Wresh, 1196 Rockstone Lane, stated he was concerned <br />and puzzled as to why some amplifiers are small and some are <br />large. He commented that the one in his front yard was <br />1 a rge. <br /> <br />Sharrard explained that the large amplifiers are the base <br />equipment and carry the signal in many directions.
