<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Minutes <br />October 23, 1984 <br /> <br />Page Six <br /> <br />In regard to the Board of Ramsey County Commissioner's request <br />to nominate a manager for the Rice Creek Watershed District, <br />Harcus stated he would like to see someone who would challenge <br />a consulting firm. <br /> <br />Nomination Of <br />Rice Creek Water- <br />shed District <br />Manager <br />Report 84-285 <br /> <br />Motion by Benke, seconded by Blomquist, to DEFER ACTION AND <br />ASK STAFF TO CONTACT DIANE HARSTAD TO SEE IF SHE INTENDS TO <br />RE-RUN FOR THE POSITION AND TO SOLICIT OTHER POTENTIAL <br />CANDIDATES. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Winkels distributed a letter from residents regarding their <br />concern for the heavy population of ducks and geese in the <br />Long Lake area neighborhoods. Winkels described the require- <br />ments of the Department of Natural Resources and the U. S. <br />Fish and Wildlife agency for flock reduction. <br /> <br />Motion by Harcus, seconded by Blomquist, to DIRECT STAFF TO <br />FORMALLY CONTACT THE DEPARTMENT OF NATURAL RESOURCES FOR <br />ASS I STANCE. <br /> <br />Ducks/Geese <br />(Addition to Agenda) <br /> <br />LeFevere suggested that the city consider adopting an ordin- <br />ance concerning the feeding of wild ducks and geese. <br /> <br />Motion by Harcus, seconded by Blomquist, to amend the motion <br />to include TO HAVE STAFF RESEARCH DRAFTING AN ORDINANCE <br />REGARDING FEEDING OF WILD GAME. <br /> <br />5 Ayes - 0 Nayes, Amendment Carried <br /> <br />5 Ayes - 0 Nayes, Main Motion Carried as Amended <br /> <br />With regard to waiving the construction fees for Long Lake <br />Regional Park, Winkels is putting together a complete report <br />for the November 13, 1984 council meeting. <br /> <br />Construction Fees <br />- Long Lake <br />Regional Park <br />(Addition to Agenda) <br /> <br />Proper had nothing to add to staff report concerning the Winter <br />Road Maintenance Agreement with Ramsey County. <br /> <br />Schmidt asked staff to go back and pull data to see how far <br />behind we are on the county and to prepare a summary history <br />on what the county has paid us for maintenance to county <br />roads and what our historical costs are for maintenance of <br />our own streets. <br /> <br />Winter Road Main- <br />tenance <br />Report 84-273 <br /> <br />Motion by Schmidt, seconded by Janecek, to PREPARE A SUMMARY <br />OF COSTS AND TO AUTHORIZE THE MAYOR AND THE CITY MANAGER <br />TO EXECUTE THE AGREEMENT FOR WINTER ROAD MAINTENANCE WITH <br />RAMSEY COUNTY FOR DECEMBER 1, 1984 TO MARCH 31, 1985. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br />
