I I I Council Minutes November 13, 1984 Steve Thompson, member of Citizens Study Committee, reviewed the Committee's process in writing the pro- cedures, indicating that they are meant to be guide- lines, not binding policies. After a brief discussion, motion by Harcus. seconded by Benke, to DIRECT THE CITIZEN STUDY COMMITTEE TO REWORK THE PROPOSED RESOLUTION INTO. PERHAPS, TWO RESOLUTIONS (NAMING, RENAMING) CLARIFYING CURRENT AND FUTURE SITUATIONS. Janecek suggested the Committee look at using "generally" or something similar in Section B of the proposed resolu- tion and to, if possible, remove the "shalls." 4 Ayes - 0 Nayes, Motion Carried As the Citizen Study Committee reported that no changes need be made at this time, council elected not to take any action on the report pending the Committee's action on the Naming City Streets Procedures above. Proper briefly reviewed the snowplowing policy. Harcus suggested, and council concurred, to add an Item 8 to the proposed policy regarding IIAlley Policy." Motion by Schmidt, seconded by Janecek, to waive the reading and ADOPT THE UPDATED WINTER STREET MAINTENANCE PROCEDURES AND TO ORDER THEIR PUBU CATION IN THE "CITY HALL" NEWSLETTER IN THE FALL OF 1984 ISSUE. 4 Ayes - 0 Nayes, Motion Carried Motion by Schmidt, seconded by Harcus. TO PUBLISH AN ARTICLE ON WINTER STREET MAINTENANCE PROCEDURES IN THE LOCAL NEWS- PAPERS IN THE EVENT IT DOES NOT r1iAKE THE "CITY HALL" NEWS- LETTER DEADLINE. 4 Ayes - 0 Nayes, Motion Carried As residents had not yet had time to read the report and information. they asked to have this item tabled until the next council meeti"ng. Motion by Harcus, seconded by Benke, to TABLE THE TRAFFIC COMPLAINT FROM 500 AND 600 BLOCK OF 12TH AVENUE NW UNTIL THE NEXT COUNCIL MEETING (November 27, 1984). 4 Ayes - 0 Nayes, Motion Carried Kelley had nothing further to add to the staff report.
