I

I

I

Council Mi nutes
November 13, 1984

Anderson will contact Wells Fargo.

Harcus asked if Wells Fargo would grant for two separate
facil iti es.

Anderson will inquire about that possibility.

Motion be Benke. seconded by Harcus, to AUTHORIZE STAFF TO
SUBMIT A GRANT PROPOSAL TO WELLS FARGO FOR A $5,000.00 CON-
TRIBUTION TOWARD PURCHASE OF A FITNESS COURSE AND FURTHER
AUTHORIZE A $2,600.00 EXPENDITURE FROM THE 1984 COMMUNITY
INVOLVEMENT PROGRAM TO FUND THE CITY SHARE OF THE INSTALLA-
TION AND TO INVESTIGATE THE POSSIBILITY OF ADAPTING AND/OR
EXPANDING THE COURSE TO ACCOMMODATE HANDICAPPED PERSONS.

A discussion as to placement of the course was held;
Anderson indicated it would be east of the tennis court.

In. response to Schmidt's question, Anderson indicated that
he VJOuld not recorrunend 916 Vo~Tech buil d such a course
because of the liability involved, however, agreed that
they be contacted for possibly constructing other wooden
facilities (benches, wooden trails, etc.).

4 Ayes - 0 Nayes, Motion Carried

Winkels had nothing to add to the staff report.

Benke requested that we not waive fees.

Harcus noted there is a drastic shortage of money in the
Regional Parks budget.

Schmidt and Janecek concurred with Benke.

Anderson noted that if the fee is not charged, that will
allow $5,000 more for development. If the fees are re-
funded, there's no guarantee that the monies will be put
into the system. Suggested making the refund contingent
on the monies going back into the park program.

Motion by Schmidt, seconded by Janecek, THAT THE CITY OF
NEW BRIGHTON NOT WAIVE VARIOUS CITY FEES FOR THE DEVELOP-
MENT AND OPERATION OF THE LONG LAKE REGIONAL PARK.

4 Ayes - 0 Nayes, Motion Carried

Winkels stated that Councilmember Benke has some concerns
with what may be done by the Minnesota Department of
Transportation next spring.

Harcus indicated he would like to know economics of
development under different zoning as well as the impacts
on surrounding areas.

Page Six

Long Lake Regional
Park - Waiver of
Permit Fees
Report 84~304

Request for Proposal
J.U.O.
