<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Minutes <br />November 27, 1984 <br /> <br />Public Hearing <br /> <br />Winkels reviewed staff report. No one was present to <br />speak to the application by Erickson Super Valu for <br />Industrial Revenue Bonds (IRB's). <br /> <br />Motion by Harcus, seconded by Blomquist, to. close the <br />public hearing. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Blomquist, seconded by Schmidt to WAIVE THE <br />READING AND ADOPT A RESOLUTION GIVING PRELIMINARY APPROVAL <br />TO A PROJECT UNDER THE MUNICIPAL INDUSTRIAL DEVELOPMENT <br />ACT, REFERRING THE PROPOSAL TO THE MINNESOTA ENERGY AND <br />ECONOMIC DEVELOPMENT AUTHORITY FOR APPROVAL, AND AUTHO- <br />RIZING PREPARATION OF NECESSARY DOCUMENTS. <br /> <br />Schmidt commented to those in the audience that congress <br />has acted on caps on Industrial Revenue Bonds so that the <br />council is simply operating within the State and Federal <br />governments' guidelines. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Council Business <br /> <br />Schmidt stated that he had heard the the pipeline may have <br />been grazed during construction; explained that the pipe- <br />line is only two feet underground (north-south through <br />New Brighton); and moved, seconded by Blomquist, to DIRECT <br />STAFF AND ENVIRONMENTAL QUALITY COMMISSION TO LOOK AT OTHER <br />CONSTRUCTION THAT MAY/WILL BE TAKING PLACE AND HAVE WARNINGS <br />POSTED AND CONSTRUCTION CREWS ADVISED OF SAME AND TO REPORT <br />BACK TO COUNCIL IN THE NEAR FUTURE. <br /> <br />Benke stated his understanding was that the PCA has similar <br />concerns and would ask staff and Environmental Quality <br />Commission to work with PCA and other agencies already <br />involved, because the frequency of the problem has caused <br />them to look beyond clean-up problems. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Proper stated that this was a continuation from the last <br />meeting. <br /> <br />Neighborhood representative commented that some possible <br />solutions proposed by the Park and Recreation Department <br />just would not be feasible and feels they should take <br />another look at solutions. <br /> <br />Harcus noted that a parking lot has been in the plans and <br />would be put in at the same time the street would. <br /> <br />Page Two <br /> <br />Public Hearing <br /> <br />Super Valu - Appli- <br />cation for IRB's <br />Report 84-314 <br />Resolution 84-171 <br />7:39pm-7:44pm <br /> <br />Council Business <br /> <br />Williams Bros. <br />Pipeline Burst <br /> <br />Traffic Complaint - <br />500/600 12th Ave NW <br />Report 84-301 <br />
