<br />I <br /> <br />I <br /> <br />I <br /> <br />Counci 1 Mi nutes <br />November 27, 1984 <br /> <br />Neighborhood representative noted that no other park <br />"traffic" causes problems like the slow pitch softball. <br /> <br />Blomquist asked cost (not refundable, not transferable) <br />to install parking lot to the south at this time. <br /> <br />Proper responded 15-20% of $50,000 (or $5-10,000). He <br />indicated there is a gravel lot there now. <br /> <br />Benke stated that the comment that people could use the <br />lot on the south end but don't and probably wouldn't if <br />it was improved is probably accurate; this means we have <br />to address the problem from some other way that's more <br />practical. Benke suggested a combination of talking to <br />the people who use the field (in terms of requesting <br />voluntary compliance) or request those people using the <br />field cooperate with the traffic problem. If we don't <br />get the cooperation, perhaps we would have to discon- <br />tinue using the field that is causing the problem at the <br />risk of cutting back the program or relocating the use. <br /> <br />Schmidt stated that the Park Board and the Park and <br />Recreation staff has to have as much responsibility as <br />the Police Department in controlling the problem. The <br />operation of rescheduling fields may be the only control <br />we have. Perhaps we can develop a strategy with both Park <br />and Police Departments. <br /> <br />Motion by Schmidt, seconded by Benke, to HAVE THE PARK <br />AND RECREATION DEPARTMENT PREPARE A PLAN TO ADDRESS THE <br />PROBLEM, WORKING WITH NEIGHBORS AND INCLUDING THEM IN <br />THE DISCUSSIONS; SUBMIT THEIR PLAN TO COUNCIL IN FEBRUARY <br />1985 (PRIOR TO LATE-MARCH 1985 REGISTRATIONS); DISSEMINATE <br />INFORMATION TO EVERY TEAM THAT SIGNS UP TO USE THOSE <br />FIELDS; HAVE PARK AND RECREATION DEPARTMENT AND THE POLICE <br />DEPARTMENT WORK TOGETHER ON CONTROLLING THIS PROBLEM. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Harcus advised the citizens present that they will be <br />contacted by the Park staff. <br /> <br />Krueger had nothing to add to the report concerning <br />the request to swap 30 feet of land on the west side of <br />County Ditch #2 for the east 30 feet of vacated 14th <br />Avenue NW.
