<br />Council Minutes <br />November 27, 1984 <br /> <br />Page Four <br /> <br />I <br /> <br />Schmidt indicated the park staff and the Park Board <br />might be interested in a swap, but only if there was <br />usable land; also expressed concern of trees. <br /> <br />I <br /> <br />Krueger indicated there is quite a bit of noise gener- <br />ated from the well house; could double the noise if <br />second system was installed. <br /> <br />Schmidt stated the issue was whether or not there was <br />any value at all to engage in the appraisal to deter- <br />mine whether or not we want to swap; and whether we <br />feel we have any responsibility to the people living <br />in the neighborhood relative to reducing noise by <br />keeping the trees and conserving the opportunity for <br />whatever expansion might be needed for our own <br />purposes. These considerations, Schmidt believes, <br />have far greater importance than the marginal addi- <br />tional land that might be available for park purposes. <br /> <br />Hedlund comments that the trees are on the lot line <br />and would not be disrupted to utilize the lot. <br /> <br />Schmidt asked Anderson what he would envision the use <br />of this land for and what problems would he have in <br />maintaining it. if the city did swap. <br /> <br />Anderson noted that the creek bank is used by kids <br />for fishing in the spring; his position is relatively <br />neutral; swap would not help or hurt the park system; <br />we would be receiving less usable land, but it does <br />consolidate our land. <br /> <br />Schmidt asked Anderson if he had any concerns about the <br />steep bank and danger of children there. <br /> <br />Anderson responded that it would not be significantly <br />different than it currently is, noting that if a fence <br />would be installed the appropriate place would be at <br />the top of the bank. Anderson noted that no other <br />ditches in the city have fencing. <br /> <br />Schmidt concurred that fencing would not be necessary. <br /> <br />I <br /> <br />In response to Blomquist's question, Proper clarified <br />that there is room in the wellhouse for another iron <br />removal filter facility. giving us better than 75% of <br />New Brighton's water flowing through a filter system; <br />was not sure of actual tree layout next to the well- <br />house. <br /> <br />Again, Hedlund assured staff that the trees would re- <br />main, in fact they are a very important part of the <br />land. <br />
