<br />Council Minutes <br />November 27, 1984 <br /> <br />Page Five <br /> <br />I <br /> <br />Blomquist stated he saw no reason to not proceed in getting <br />an appraisal; seems to be enough reason to be of benefit to <br />the city with minimal harm. <br /> <br />Motion by Blomquist, seconded by Harcus, to DIRECT STAFF TO <br />HAVE AN APPRAISAL DONE TO DETERMINE COMPARABLE VALUE OF THE <br />PROPERTIES TO BE CONSIDERED IN A LAND SWAP, THE APPRAISER <br />BEING OF THE CITY'S CHOICE AKD PAID FOR BY APPLICANT, THE <br />WIDTH OF THE REMAINING LOT BEING SEVENTY-FIVE (75) FEET. <br />Benke asked staff if the land is buildable. <br /> <br />I <br /> <br />In response to Schmidt concern about cost of appraisal, <br />Hedlund had no objection to paying for attendent costs. He <br />also expressed confidence in approval by Rice Creek Water- <br />shed District; needed clarification from council on how <br />much land would be involved, indicating middle of creek <br />would be acceptable by potential home owners. <br /> <br />Winkels suggested getting a topo survey done also to deter- <br />mine whether or not it's in flood plain. <br /> <br />In response to Benke's question, Winkels commented that <br />there are procedures to follow if the lot is in the flood <br />plain; needs approval by council and Commission of Natural <br />Resources. <br /> <br />Harcus stated that tonight's action would not be approving <br />a subdivision; there is no guarantee that council will <br />give final approval. <br /> <br />Hedlund stated that part of the lot is in the flood plain <br />but the home itself would be above the line. <br /> <br />Schmidt wanted to make it clear that after the costs are <br />picked up by the applicant, we may not get to the second <br />issue and could vote for this motion solely on the basis <br />that the city is not going to be picking up any of those <br />costs and we do not prejudice any rights we have in the <br />future to simply say we aren't going to swap or, secondly, <br />we aren't going to subdivide the property. <br /> <br />I <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Dr. Cooper from the University of Minnesota reviewed <br />his written information concerning decreasing the qoose <br />and duck population on Long Lake. <br /> <br />After reviewing the potential ways to eliminate the popu- <br />lation and corresponding costs and some discussion of <br />other areas of the city facing the same problem, it was <br />determined that we need to take a look at the total city, <br />try to get financial help for the first year, and see <br />what the City can do on a local basis (ie. Sportsman <br />Club, Homeowners associations, etc.).
